00:00 The possibility of the return of peace talks between the government and CPP-NPA-NDF is at risk.
00:06 That is after the two parties signed a joint statement.

00:13 The Malacanang and National Democratic Front of the Philippines announced that they will sign a joint statement to return the peace talks.
00:26 That happened on November 23 in Oslo, Norway.
00:30 Four years after former President Rodrigo Duterte stopped the peace talks between the CPP-NPA-NDF in 2019.
00:37 Five decades and different administrations have already held peace talks with the rebelling communists.
00:43 But this time, the Marcos administration trusted the first step of the two parties in the long-term peace.
00:49 I saw personally, there is that kind of commitment and also there is a kind of goodwill on both parties to continue to discuss some principled resolution to end really the armed conflict.
01:07 So that's what I saw based on my personal experience. We are very confident, I'm very confident that there is something that after this joint statement, we can finally end up with the final peace agreement.
01:22 The government clarified that this is just the first step in reopening the peace talks.
01:27 So for now, the disengagement of the armed groups is still ongoing.
01:30 It's still unclear if there will be a ceasefire this Christmas.
01:34 But the joint communique is also a step to bring the armed forces to the outside world.
01:39 The main focus here is the rising tensions in the West Philippine Sea.
01:43 If this conflict will finally end, your armed forces of the Philippines will be able to shift our focus to external or territorial defense.
01:54 It's high time because of the world conditions that the volatility of geopolitical security necessitates a defense establishment that is threat agnostic but also geared towards addressing our vulnerabilities to external threats.
02:17 Among the high issues on the negotiating table is if the terrorist countries will return to the rebelling NPA and the release of detainees from their prisons.
02:27 We are open to having the work of both sides to continue and bear fruit.
02:37 That is the goal of the NDFP.
02:39 The negotiation for the return of the peace talks took two years.
02:43 The NDF founder, Joma C. Sundao, himself initiated the negotiations after former AFP Chief of Staff, Emmanuel Bautista, approached them.
02:51 The initiative of General Bautista, the armed forces of the Philippines, was welcomed by Joma C. Sundao.
03:03 And he gave importance to this initiative.
03:09 So this has borne some important fruit.
03:17 So we recognize the initiative of General Bautista and his team.
03:24 According to the interim chair of the NDF, Joma C. Sundao, who left his late wife,
03:29 President Bongbong Marcos opened a big deal in the negotiations.
03:32 Now, more than 50 years of revolution started under the administration of his father.
03:37 I think it would be to his own good that the armed conflict may be resolved during his term.
03:47 Now, the NDFP will form their peace panel.
03:51 After six long years, there seems to be a light at the end of the tunnel.
03:58 But then, I would point out that the tunnel itself is a very long winding and tortuous tunnel.
04:07 So there's a lot of work that has to be done in order to reach the end, the light.
