00:00 Senator Riza Ontiveros asked to ban the use of contingency funds of some government agencies to increase their confidential and intelligence funds.

00:11 The budget sponsor of the Senate said that it might affect the work of the security agencies.

00:23 After reading the Senate's plenary of the 2024 national budget earlier, a opposition senator wanted to immediately provide a provision.

00:32 That is so that what happened in 2022, when the Office of the President transferred P125 million pesos to the contingent fund,

00:40 will not happen again in the confidential funds of the Office of the Vice President.

00:43 They said that the contingent fund should be used only for emergencies.

00:48 We'd like to include the augmentation of the CIF as a prohibition under the contingent fund,

00:55 along with the prohibition to tap the SED fund for the purchase of motor vehicles.

01:01 The budget sponsor of the Senate said that it might affect the work of the security agencies if the prohibition is wide.

01:10 I think there have been occasions in the past where they found the need to supplement the security agencies, not just the civilian agencies.

01:20 That's why the proponent said that the security agencies are not included in his proposal.

01:25 The amendment at the proper time will not pertain to security agencies that have clear national defense and public safety mandates and expertise,

01:35 but to civilian agencies.

01:37 According to the 5.7 trillion peso budget in 2024, confidential and intelligence funds are only worth 9.82 billion pesos.

01:45 It's 300 million pesos lower than the original because of the realignments made by the camera.

01:51 It was realigned to DICA, NSC, Coast Guard, no longer in the same agency.
