00:00 Last month was the hottest October on record, a worrying milestone that makes it virtually
00:05 guaranteed that 2023 will be the hottest year ever recorded.
00:12 Israel says its troops are in the heart of Gaza City after encircling the northern part
00:15 of the Palestinian enclave.
00:20 The European Commission sends another shipment of 45 tons of medicines and nutritional packages
00:25 to people in the Gaza Strip.
00:30 Russian troops shoot and kill a Georgian civilian near the breakaway province of South Ossetia.
00:36 Tbilisi calls it a heinous act.
00:43 Last month was the hottest October on record globally, meaning 2023 is almost certainly
00:48 going to hit a new peak as the warmest year ever recorded.
00:52 That's according to the latest information from Copernicus, Europe's climate data service.
00:57 October was 0.4 degrees Celsius hotter than 2019's previous record for the month and follows
01:02 a record-setting trend over the summer.
01:04 The real-life impacts of climate change are already being felt, with a fall in olive oil
01:09 production among the most conspicuous effects on agriculture.
01:13 Separately, a new UN report reveals that in the coming years, major oil, gas and coal-producing
01:20 countries plan to extract more than double the amount of fossil fuels recommended by
01:25 the Paris Climate Accord.
01:27 The groundbreaking agreement seeks to keep global temperature rises below 1.5 degrees
01:32 Celsius.
01:33 The study says governments plan to produce 110 percent more fossil fuels than required
01:39 to stay within that limit.
01:46 Israeli troops are said to be in the heart of Gaza City after storming it from the north
01:49 and south, a move that almost certainly will cause the enclave's staggering death toll
01:54 to rise further.
01:57 Tens of thousands of civilians are believed to still be in the region, many sheltering
02:00 in hospitals or United Nations facilities.
02:05 During a visit to a military base, Prime Minister Benjamin Netanyahu applauded Israel's troops,
02:11 saying their actions since the October 7 attack by Hamas fighters have been a phenomenal success.
02:16 "Since the beginning of the land occupation, we have destroyed countless Hamas headquarters,
02:23 tunnels, bases and facilities.
02:26 Hamas is revealing that we are reaching places it did not think we would reach."
02:34 Airstrikes continue to level entire city blocks across the Gaza Strip, with the southern part
02:39 of the besieged territory being bombed despite Israeli orders for civilians to evacuate there
02:44 from the north.
02:45 Dozens reportedly killed by Israeli airstrikes on Khan Younis, Rafah and Deir al-Bala.
02:52 To date, more than 10,300 Palestinians, two-thirds of them women and minors, have been killed
02:58 in Gaza, according to the enclave's health ministry.
03:02 Meanwhile, aid into the Strip is still insufficient.
03:06 On Tuesday, the International Committee of the Red Cross said a humanitarian convoy of
03:10 five trucks and two vehicles came under fire near Gaza City.
03:14 The humanitarian convoy was carrying life-saving medical supplies to help facilities.
03:19 The ICRC did not specify who had fired at its convoy or from what direction the shots
03:24 came.
03:32 While waiting for an agreement on some sort of pause in military operations in the Gaza
03:36 Strip, the European Commission is coordinating the shipment of another 45 tons of medicines
03:41 and nutritional packages.
03:45 The cargo transported by an Egyptian plane Tuesday goes from Belgium`s Ostend Airport
03:50 to Al Arish in Egypt near the Rafah border crossing point into Gaza.
03:56 Although the quantities are only a small fraction of what`s needed for the 2.2 million people
04:13 in the siege, food, water and medicine are still allowed into Gaza.
04:18 But the Israeli government maintains a strict ban on fuel supplies, which is exacerbating
04:22 the humanitarian emergency.
04:26 Fuel is needed in order to power generators, to run hospitals, to run -- to operate the
04:31 water pumps and desalination plants, to run bakeries, and not least to enable humanitarian
04:38 workers to move around and provide the supplies to people who need it.
04:43 So this is the picture.
04:44 We will continue to work on the improving of access.
04:47 We continue to impress on all the parties to introduce the necessary arrangements.
04:55 You call it humanitarian windows, pauses or cease fires.
04:59 On Monday, the U.N. Security Council once again failed to agree on a resolution suspending
05:04 military operations, with the U.S. calling for humanitarian pauses and many others demanding
05:09 a humanitarian cease fire.
05:13 Until that happens, the U.N. agencies and other humanitarian aid organizations also
05:18 stress the need to open the two border crossings from the Israeli side, because so far help
05:22 has not reached the north of Gaza.
05:27 They need access to humanitarian assistance as much as in the south.
05:30 And with a blockade on fuel, this is a major challenge of whether or not the trucks can
05:36 move from the south to the north.
05:38 This is why unhindered, continuous flow of assistance is the most critical here, because
05:42 we`re not talking about just past the border.
05:44 We`re talking all the way through Gaza.
05:47 The flight from Ostend and another that left today from Dubai brings the number of EU humanitarian
05:52 air bridge flights to eight.
05:54 The European Commission says this ends the first phase of help, with the second one starting
05:59 in a few weeks` time.
06:10 Hundreds of people have taken part in a protest outside the Israeli parliament.
06:14 They`re demanding government action to ensure the safe return of the hostages abducted by
06:19 Hamas militants during the October 7th attacks.
06:23 Blame and anger is growing with only five people freed after more than a month after
06:28 the raid.
06:30 The government of Israel, the state of Israel betrayed my parents, betrayed our communities,
06:39 betraying those 240 hostage and their family again and again and again with every passing
06:49 minute that they are not back home safe with their families.
06:53 The highest priority is to bring the hostages, no matter what, even if it involves to switch
07:01 to release all prisoners, not only Hamas.
07:05 All Palestinian prisoners for exchange of the hostages.
07:11 The plight of the hostages is being felt by many around the world, including in London.
07:18 Military analysts have warned of weeks of grueling house to house fighting ahead in
07:22 Gaza.
07:23 The operation to find the hostages is hugely complicated as it`s believed they`re being
07:28 held inside a network of tunnels spanning hundreds of kilometers.
07:34 In Argentina, almost 50 teddy bears with their eyes and mouths covered were tied to the fence
07:39 surrounding the obelisk of Buenos Aires.
07:42 They represent the 40 or more children among those being held by Hamas.
07:53 A Georgian national has been shot and killed by Russian soldiers deployed along the front
07:58 line between the Moscow-backed breakaway region of South Ossetia and Georgian government held
08:03 territory.
08:06 Georgian authorities have denounced the incident as the most heinous act.
08:26 The incident reflects the continuing tensions in the region after the 2008 Russian-Georgian
08:32 war.
08:33 That ended with Moscow recognizing South Ossetia and another Georgian province, Abkhazia, as
08:39 independent states.
08:41 Since then, Russia has maintained a heavy military presence in the region.
08:47 Georgia`s partners, among them the European Union, have strongly condemned the use of
08:50 deadly force by Russian troops, which is happening with increasing frequency.
08:56 A second local was also detained near the village of Kurbali, close to the de facto
09:01 border.
09:02 There`s been no comment from Russian officials.
09:06 Protesters, many from the far right, have clashed with police in Madrid for a second
09:12 night running over a planned amnesty for Catalan separatists.
09:16 Several people were arrested and dozens were injured in violence outside the governing
09:20 socialist party`s headquarters.
09:22 France`s leadership is working on a deal to grant amnesty to separatist leaders involved
09:27 in 2017`s failed bid for independence.
09:30 In return, Catalan parties would support a socialist-led coalition government.
09:35 The proposed deal has enraged many on the right.
09:42 Former screenwriter Jean-Baptiste Andréa has won France`s most prestigious literary
09:46 award, the Prix Goncourt.
09:48 "Veillez sur elle" or "Watch over her" is a best-selling saga of the tumultuous life
09:54 of a sculptor set against the backdrop of the rise of fascism in Italy.
09:59 The author describes it as a story of love, friendship and revenge.
10:04 On winning the Prix Goncourt, which has often been seen as elitist, Andréa said it was
10:09 a beautiful moment.
10:11 The novel has had strong sales and has been called a popular read.
10:17 With their Premier League on beaten streak recently broken, Arsenal are now turning their
10:22 focus to the Champions League as they welcome Sevilla to the Emirates this evening.
10:27 Two weeks after edging out the Europa League champions in Spain, a win could potentially
10:31 guarantee the Gunners a passage to the knockout phase with two games in hand.
10:35 Mikel Arteta`s men are currently top of Group B, but the Arsenal manager will be without
10:40 Thomas Partey and Gabriel Jesus, while Martin Odegaard remains doubtful.
10:44 Spain will be looking to get back to winning ways after picking up just two points in their
10:48 last three group games.
10:50 However, veteran defender Sergio Ramos is likely to miss out with a muscle injury.
10:55 The Spaniards have so far made a habit of drawing since Diego Alonso was appointed as
10:59 manager and are currently struggling in La Liga as they sit 15th with 11 points from
11:04 11 games.
11:05 In Group B`s other fixture, the surprise package Lens will aim to continue their fairy tale
11:10 run in the competition when they lock horns with PSV Eindhoven at the Philips Stadium.
11:15 Elsewhere FC Copenhagen host Manchester United, while Bayern Munich could book their place
11:20 in the knockout phase with a win over Galatasaray.
11:23 In Group C, Napoli welcome Union Berlin, while Sporting Braga will face a tough trip to the
11:28 Bernabeu to face group leaders Real Madrid.
11:31 And in Group D, Benfica will be hoping to secure their first points when they take on
11:34 Real Sociedad with Inter and Salzburg facing off in the other game.
