00:00 Mr. Speaker, pursuant to Clause 2A1 of Rule 9, I rise to give notice of my
00:06 intent to raise a question of privileges of the House. The form of the resolution
00:11 is as follows. H.R. 845 censoring Representative Rashida Tlaib for
00:18 promoting false narratives regarding the October 7th, 2023 Hamas attack on Israel
00:23 and calling for the destruction of the State of Israel. Whereas Israel has
00:29 existed on its lands for millennia and the United States played a critical role
00:33 in returning Israel to those lands in 1948 immediately following the Holocaust
00:38 and in recognition of its rights to exist as an indelible signal of our
00:43 solidarity with the Jewish people. Whereas Israel is a critical ally to the
00:48 American people and to our strategic national security interests in the
00:52 Middle East. Whereas the people of Israel, including American citizens, were brutally
00:58 attacked on October 7th, 2023 by Hamas. Whereas Representative Rashida Tlaib
01:04 within 24 hours of the October 7 barbaric attack on Jewish citizens of
01:09 the State of Israel, representing the deadliest day for Jews since the
01:13 Holocaust, defended the brutal rapes, murders, beheadings, and kidnappings
01:18 including of Americans by Hamas as justified resistance to the "apartheid
01:25 state." Whereas Representative Tlaib's October 8 statement claimed that
01:31 Hamas' October 7 attack on the Jewish people was partly attributable to the
01:36 United States security aid provided to Israel, which ignores the fact that the
01:40 Iron Dome, a co-developed air defense system, saved lives that day by
01:44 intercepting rockets launched from the Gaza Strip against Israeli civilian
01:48 targets. Whereas on October 18, 2023, Representative Tlaib continued to
01:55 knowingly spread the false narrative that Israel intentionally bombed the
01:59 Al-Ali Arab Hospital on October 17 after United States intelligence, Israeli
02:05 intelligence, and President Biden assessed with high confidence that
02:09 Israel did not cause the explosion. Whereas on November 3, 2023,
02:15 Representative Tlaib published on social media a video containing the phrase
02:20 "from the river to the sea," which is widely recognized as a
02:24 genocidal call to violence to destroy the State of Israel and its people to
02:28 replace it with a Palestinian state extending from the Jordan River to the
02:32 Mediterranean Sea. Whereas Representative Tlaib doubled down on this call to
02:37 violence by falsely describing the "from the river to the sea" as an aspirational
02:41 call for freedom, human rights, and peaceful coexistence despite it clearly
02:46 entailing Israel's destruction and the denial of its fundamental right to exist.
02:51 And whereas Representative Tlaib has repeatedly displays conduct entirely
02:56 unbecoming of a member of the House of Representatives by calling for the
03:00 destruction of the State of Israel and dangerously promoting false narratives
03:04 regarding a brutal large-scale terrorist attack against civilian targets inside
03:08 the sovereign territory of a major non-NATO ally while hundreds of Israeli
03:14 and American hostages remain in terrorist captivity. Now therefore be it
03:19 resolved that Representative Rashida Tlaib be censored.
