President Joe Biden on Monday will sign a sweeping executive order to guide the development of artificial intelligence — requiring industry to develop safety and security standards, introducing new consumer protections and giving federal agencies an extensive to-do list to oversee the rapidly progressing technology.

00:00 I know you know this, but we're going to see
00:02 more technological change in the next 10,
00:04 maybe next five years than we've seen in the last 50 years.
00:08 And that's a fact.
00:11 And the most consequential technology of our time --
00:13 artificial intelligence -- is accelerating that change.
00:16 It's going to accelerate it at warp speed.
00:19 AI is all around us. Much of it is making our lives better.
00:22 Over the past years, Kamala and I have met
00:25 with a range of experts, many of whom are here today.
00:27 And thank you for coming here today on the risks
00:30 and the incredible opportunities of AI.
00:33 One thing is clear.
00:35 To realize the promise of AI and avoid the risk,
00:38 we need to govern this technology not --
00:41 and there's no other way around it, in my view.
00:44 It must be governed. That's why we're here today.
00:47 I'm about to sign an executive order --
00:49 an executive order that is the most significant action
00:52 any government anywhere in the world
00:54 has ever taken on AI safety, security, and trust.
00:58 This order builds on the critical steps
01:01 we've already taken to ensuring the AI Bill of Rights
01:04 to bring together leading AI companies
01:07 who agreed to voluntarily make certain --
01:11 assert certain commitments to make sure AI is safe
01:15 and the system is secure.
01:17 With today's executive order I'll soon be signing,
01:20 I'm determined to do everything in my power
01:22 to promote and demand responsible innovation.
01:25 And we'll continue to work closely with allies
01:27 and partners, including the United Nations,
01:30 the G7, and the G7, which just set out
01:33 the first-ever International Code of Conduct
01:35 to safely guide AI development.
01:37 Look, let me be clear.
01:40 This executive order represents bold action,
01:43 but we still need -- we still need Congress to act.
01:46 We need Congress to act.
01:48 As artificial intelligence expands
01:50 the boundary of human possibility
01:52 and tests the bounds of human understanding,
01:56 this landmark executive order is a testament
01:59 to what we stand for --
02:00 safety, security, trust, openness.
02:04 American leadership and the undeniable rights
02:09 endowed by our Creator that no Creator --
02:11 no creation can take away.
02:14 Proving once again that America's strength
02:17 is not just the power of its example,
02:20 but the example of its power.
