When a polar covalent molecule is around a non-polar covalent atom or molecule, this molecule can influence the non-polar atom or molecule to become polar. If so, non-polar covalent atoms or molecules would have positive polarity and negative polarity. Furthermore, the different polarities of different molecules will be attractive. This is what is referred to as Debye's style.
