01:03 Another incident of chaos, before and on the day of the election,
01:07 was the reason behind the thousands of teachers backing out of the electoral board.
01:12 COMELEC said they were just waiting for the decision to back out before the day of the election.
01:18 But it's not acceptable if on the day of the election, the teachers backed out,
01:22 especially those who said these things.
01:25 They don't want to turn over the election ballots
01:30 that were given to them by the personnel of the Philippine National Police.
01:34 What we want to know is if they were threatened.
01:37 The teachers will be investigated for backing out because of fear.
01:40 But when I asked them if they will be charged, COMELEC said,
01:44 No. We are still investigating who was threatened.
01:48 Because we will file a case against the person who was threatened.
01:50 But the DepEd or the Bar Ministry of Basic, Higher and Technical Education can still fight against the teachers.
01:58 The complaint will not be filed against some police officers who turned their backs on the teachers who backed out.
02:05 Definitely, we will have the administrative authorities to investigate their organization.
02:11 We will study the criminals.
02:13 If the uniformed officers are not accepted, they will be threatened.
02:15 A group of teachers is asking for an increase of P10,000, the honorarium of all teachers,
02:22 and not to be charged with corruption.
02:24 They are also asking for overtime pay and meal and travel allowance.
02:28 Corruption is necessary for the barangay and SK election to be peaceful and successful this year.
02:37 We need to provide additional benefits.
02:41 The PON and DBM are saying that the only entitled to overtime is the employees of an agency or department.
02:48 Even if we want to, we cannot be given a budget for their overtime.
02:53 The election onoraria also does not have a tax exemption because there is no law for this.
02:58 The DepEd said that the teachers will be given five service or leave credits and it is possible that overtime will be added.
