Pledging that Labour would “unleash the big build”, Sir Keir vowed to build “the next generation of Labour new towns” to prevent home-ownership from becoming “a luxury for the few not the privilege of the many”. He would release “dreary” green belt land such as disused car parks he branded the “grey belt”. He pledged to “bulldoze through” the UK’s “restrictive” planning system. He promised to devolve power to towns and cities across England, giving them the kinds of powers enjoyed by London, Greater Manchester and the West Midlands. “If we want to challenge the hoarding of potential in our economy then we must win the war against the hoarders in Westminster,” he said. “Give power back and put communities in control.”

00:02 Today we turn the page, answer the question, why Labour? With
00:18 a plan for a Britain built to last, with higher growth, safer
00:22 streets, cheap British power in your home, more opportunity in
00:26 the future, and a future back. (Applause)
00:30 But there's no magic wand here. A decade of national renewal.
00:41 That's what it will take. We will need ambition, determination,
00:46 patience, absolutely, but also bravery, because it's brave to
00:51 reject the hope of the easy answer, courageous to choose
00:55 the right path. If we give Britain the certain destination,
01:00 if we walk step by step with working people, bulldoze through
01:05 the barriers in their way, lay secure foundations at their feet,
01:09 mission government our guide, then yes, we can get our future
01:14 back. So let's set the course. Let's get Britain building again.
01:19 Take back our streets. Switch on great British energy. Tear down
01:23 the barriers. Let's get Britain back on its feet. (Applause)
01:27 So today we launch a new plan to get Britain building again. A
01:35 signal of our determination to fight the blockers who hold a
01:39 veto over British aspiration. So it's time to get Britain
01:43 building again. It's time to build 1.5 million new homes
01:47 across the country. (Applause)
01:49 New infrastructure to support families and communities to
01:53 grow. Roads, tunnels, power stations built quicker and
01:57 cheaper and a new effort to rewire Britain. The national grid
02:01 moving faster, a lot faster, laying the cables our future
02:05 prosperity needs. It's a future with more beautiful cities, more
02:10 prosperous towns, new parks, green spaces, new public
02:14 services, all along the country. It's a future with a new
02:18 economy, new jobs, new businesses, all aligned with our
02:22 plan. And conference, sometimes the old Labour ideas are right
02:26 for new times. So where there are good jobs, where there is
02:30 good infrastructure, where there is good land for affordable
02:34 homes, we will get shovels in the ground, cranes in the sky and
02:38 build the next generation of Labour new towns. (Applause)
