00:05 Meanwhile, President Marcos Jr. has confirmed that the companies and groups behind rice hoarding and smuggling are now being blamed.

00:16 President Ferdinand R. Marcos Jr. has already reminded some groups and companies behind the hoarding and smuggling of rice in the country.
00:27 It includes San Pedro Warehouse, FS Ostia Rice Mill, Blue Sakura Agri-Grain Corporation, and Gold Rice Mill.
00:35 The President has confirmed that its owners have already been blamed for violating Republic Act 10845 or Anti-Smuggling Act of 2016
00:44 and other cases related to violating Customs Modernization and Tariff Act and Rice Tarification Law.
00:49 Meanwhile, after a few months, the government has already renewed the price cap on rice.
00:55 It was implemented to lower the price of regular and well-milled rice and it is not difficult for consumers, according to President Ferdinand R. Marcos Jr.
01:04 This was the decision of the government because the price of rice in the market is now getting better.
01:10 Well, I think it's the appropriate time since we are giving rice. Yes, as of today, we are lifting the price caps on the rice, both for the regular milled rice and for the well-milled rice.
01:32 So, we are removing the controls.
01:35 But, according to the Executive, the government's efforts on the issue of rice are not yet over
01:40 because the government is still focusing on strengthening the agricultural sector of the country.
01:47 We will continue the assistance that we have been giving to farmers, number one.
01:55 Also, the assistance that we have been giving to those most underprivileged families.
02:02 The lowest demographic economic class because they are the ones who are really suffering.
02:08 But how about the assistance for those affected by the price cap?
02:12 According to the DSWD, it will continue until the deadline set for October 14, as well as other programs for the poor.
02:21 The President and the Department of Agriculture have ordered that we will continue distributing assistance to individuals in crisis situations.
02:30 According to the President, the farmers will continue to struggle by increasing the Rice Competitiveness Enhancement Fund or RCEF.
02:38 The expenditure is now at P22 billion, from the previous P10 billion.
02:43 The government of the National Capital Region will also focus on this, especially here where the high price of rice is being recorded.
02:49 That is why the program "Ang Kamara" was established with the help of several congressmen to distribute rice in some places in Manila.
02:57 We are doing a lot to ensure that we can maintain the price.
03:03 The supply is not a problem.
03:08 We have, I think, presently close to 40 days.
03:13 We are just getting poorer.
03:15 So we are lifting the price cap.
03:20 But besides that, we are taking other measures to help our farmers in terms of their equipment, their processing, etc.
03:29 President Marcos Jr. also prioritized the distribution of rice in Taguig,
03:34 where 1,000 members of the 4Ps received P25 of rice.
03:39 The rice that was distributed was among the 1,000 sacks of rice that were distributed by the Bureau of Customs in Zamboanga, Kamakailan.
03:46 The President also ensured that there was no shortage of rice.
03:50 It was only lacking because of hoarders and smugglers.
03:53 That is why the Executive Office of the President said,
03:55 "I am warning those who sabotage our economy,
03:59 you smugglers, you hoarders and syndicates, stop your evil deeds.
04:06 Under Republic Act No. 10845,
04:10 anyone who is proven to be smuggling agricultural products can be imprisoned for life
04:18 and be fined double the amount of your smugglers."
