00:00 The 2024 proposed national budget has been passed by the House of Representatives.
00:04 But before that, there was a tension due to the hasty decision to pass the bill.
00:09 We have first the news of Jonathan Andal.
00:11 With 296 members voting in the affirmative, 3 in the negative, and 0 abstentions,
00:23 House Bill No. 8980, the 2024 General Appropriations Bill, is approved on third and final reading.
00:34 It was 10 o'clock in the evening when the proposed 5.768 trillion pesos national budget was approved in the House of Representatives for the next year.
00:47 That's more than 9.5% higher than the national budget in 2023.
00:53 Before entering the House of Representatives, a member of the opposition tried to block the passing of the proposed fund.
00:58 Why was it hastily approved on the second and third reading in just one night?
01:03 According to the certification from the President, this is considered an urgent bill.
01:07 Madam Speaker, what is the basis of the emergency or calamity in the certification?
01:12 Madam Speaker, there is already a certification coming from the office of the President.
01:17 I think that the Chair now rules that the point of the gentleman, the Honorable Manuel, is out of order. Majority.
01:26 The microphone was turned off by Manuel so that the vote on the proposed fund could begin.
01:31 Madam Speaker, with that, I vote no and I would like to explain my vote later.
01:36 The microphone was turned off by me, Madam Speaker, it is too simple for the people.
01:40 I move to strike out the parliamentary statement of Congressman Raul.
01:45 The word "bastos" is not allowed in this House.
01:48 The proposed fund was passed to the House of Representatives without any amendments or amendments.
01:53 But a small committee was formed that accepted individual amendments or proposed changes to the fund from the congressmen until September 29.
02:02 Here, the promise of the leader of the House of Representatives that there will be a realignment or the transfer of the Confidential and Intelligence Funds or CIF
02:10 of the civilian agencies to the security forces that are guarding the West Philippine Sea.
02:15 The CIF, which is 650 million pesos, is included in this, which is requested by the office of the Vice President and the DepEd.
02:22 Once the change of the House of Representatives in the proposed fund is finished, it will be passed to the Senate.
02:27 The CIF is being opposed by the minority in the House of Representatives, especially when they are trying to get a fund for aid and other social services.
02:34 While the hospitals, schools and the agencies that are in charge of the social services are trying to get a fund,
02:44 the agencies that are trying to get the Confidential and Intelligence Funds that were promised to be 10.14 billion pesos are trying to get it.
02:55 In the 2024 budget, the largest fund in the education sector is more than 900 billion pesos,
03:02 followed by DPWH, the health sector, DILG, Defense Department, DOTR, DSWD and the agriculture sector.
03:11 This is the first news. Jonathan Andal for GMA Integrated News.
