00:00 The Manipur government on Wednesday declared the entire state a disturbed area in light
00:06 of the prevailing law and order situation.
00:09 As per the state government's notification, the entire state, except for 19 specific police
00:14 station areas, was declared a disturbed area under the Armed Forces Special Powers Act
00:19 (AFSPA).
00:21 This comes as hundreds of students marched towards Manipur Chief Minister N. Biren Singh's
00:26 residence on Wednesday as massive protests against the kidnapping and killing of two
00:30 students continued in Imphal for the second consecutive day.
00:34 However, the security forces, including the state police and Rapid Action Force, used
00:38 tear gas shells and smoke bombs to disperse the mob.
00:41 A clash between students and Rapid Action Force personnel against the killing of two
00:45 students who were allegedly kidnapped in July left 45 protesters injured on Tuesday night.
00:51 On the other hand, the women wing of indigenous tribal leaders' forum, the Apex Kuki Body
00:56 staged a demonstration in Churchandrapur against the delay of ordering CBI inquiry into the
01:01 killing and rape of tribals during the nearly five-month-long ethnic violence in Manipur.
01:06 The government is of the opinion that the violent activities of various extremists or
01:10 insurgent groups warrant the use of armed forces in aid of civil administration in the
01:15 entire state of Manipur, the notification said.
01:17 It further stated that in view of the overall law and order situation in the state and the
01:21 capability of the state machinery, the state government has decided to maintain the status
01:26 quo on the present disturbed area status for a period of six months.
01:30 The 19 excluded police stations areas are under Imphal, Lamphail, Siti, Singjami, Sekhmai,
01:37 Lamsang, Patsui, Vangoi, Porampath, Hingang, Lamlai, Edalbong, Limkhong, Dhobal, Mishnupur,
01:45 Nambol, Moirang, Kakching and Jiribam.
01:48 The students Fijam Hemjit, 20, and Hijam Lintuangambi, 17, had been missing since July.
01:55 One of the two photos that emerged now perpetually showed the students with two armed men and
02:00 the other was of two bodies.
02:01 Chief Minister N.B.
02:02 Ren Singh said that he assured the people of the state that both the state and the central
02:05 government are closely working together to nab the perpetrators.
02:09 The case of killing of the two youths has been handed over to the CBI.
02:13 The state government has declared a holiday for schools on September 27 and 29 in view
02:17 of the prevailing law and order situation, with September 28 being a public holiday in
02:21 view of Milad-ul-Nabawi.
02:22 Although the state government has declared a holiday for schools, students of some Imphal-based
02:27 institutions vowed to congregate at their schools, sparking speculations of more protests
02:33 later in the day.
02:34 Following the clashes, the state government reimposed a ban on internet mobile services,
02:38 with immediate effect till 7.45 pm of October 1 to prevent the spread of misinformation
02:42 and rumours.
02:44 It was recently lifted after more than four months of imposition on May 3 when the ethnic
02:48 clashes began.
02:49 The state government has relaxed curfew restrictions from 5 am to 9 pm in the Imphal East and Imphal
02:54 West districts on Wednesday to facilitate the general public to purchase essential items
02:59 including medicines and food, an official notification said.
03:02 However, the relaxation shall not include any gathering or sit-in protests or rallies
03:07 without obtaining approval from the competent authority, it stated.
03:11 More than 175 people have been killed and several hundreds injured since ethnic clashes
03:15 broke out in the north-eastern state on May 3 when a tribal solidarity march was organised
03:20 in the hill districts to protest against the majority Maithi community's demand for scheduled
03:24 tribe status.
03:25 Maithis account for about 53% of Manipur's population and live mostly in the Imphal Valley,
03:30 while tribals including Nagas and Kukis constitute 40% and reside mostly in the hill districts.
