00:00 The Philippines is campaigning to become a non-permanent member of the United Nations Security Council.

00:06 And following the installation of the floating barriers of China in Bajo de Masinloc,

00:10 a senator asked, "Will that pass through your country?"

00:13 That's what JP Seriano and Mav Gonzalez are talking about.

00:17 Will what cannot pass through diplomacy pass through good talks?

00:25 If I'm the Secretary of Foreign Affairs, I'll call the ambassador,

00:33 I'll ask him to come here, I'll get you drunk.

00:35 That's his responsibility.

00:37 Senator Bato de la Rosa was shocked when the Foreign Affairs Department said

00:41 that it will protest the installation of the barriers of China in Bajo de Masinloc.

00:46 We'll also probably ask our embassy in Beijing to go to the Chinese foreign ministry.

00:51 We are sick and tired of all these diplomatic protests.

00:55 The DFA and senators have the same position that the barriers were illegally placed.

01:01 Any obstacle or any kind of harassment is not in accordance with UNCOS

01:07 and the rights that the countries have with respect to the EEZ.

01:10 If there is someone who has the right to put obstacles there, it might be us.

01:14 But we will not do that because of that second part of the ruling.

01:17 We should allow also fisher folk from other countries to fish in the area.

01:25 What did de la Rosa think when the DFA gave confidential funds?

01:29 From other countries, they have a big investment in their DFA.

01:35 We are the only gyms band in other countries. We don't have a gym band.

01:39 So we need that.

01:40 But the DFA said that they are not asking for confidential funds.

01:44 For now, the Philippines is campaigning to be a non-permanent member of the United Nations Security Council.

01:50 If we are on the council, we will have a voice in these issues.

01:55 Our aim is to try and manage our disputes with China through the rule of law and international law.

02:01 It's gone completely.

02:03 And as of yesterday, our Philippine Coast Guard was able to remove the floating barrier.

02:10 According to National Security Advisor Eduardo Año, who was also the leader of the National Task Force on the West Philippine Sea,

02:18 this is not the first time that China has placed floating barriers around the Bayou de Macindo.

02:25 China has previously placed floating barriers after a few months of standoff in 2012

02:33 between China and the Philippines in the Panatag or Scarborough Shoal.

02:37 They placed floating barriers there like a chain.

02:40 Those are the initials that they don't want our vessels to be near.

02:45 And then for a while, they removed it.

02:48 So now, it's the same again.

02:50 The government of the Philippines also condemned the pursuit of the China Coast Guard

02:55 to a Filipino fisherman in the Bayou de Macindo.

02:58 We saw that our fisherman was a bit arrogant.

03:03 So what will happen if he gets arrogant?

03:05 Then our fisherman's life will be in danger.

03:09 We are calling on the Chinese government to give instruction to their Coast Guard

03:15 to avoid such an opportunity.
