00:00 Marikina representative Stella Kimbo has requested that the special oversight committee
00:05 that will be appointed to the confidential and intelligence funds or CIF of various agencies be formed.
00:10 In her presentation as a member of the plenary of the Commission on Audit or COA budget,
00:16 Kimbo said that the use of the billion-peso fund should be clearer.
00:21 That is why she urged that the committee should have complete access to the reports submitted to the COA
00:27 of the agencies that have CIF.
00:30 This is the reason why I have been called to create a special oversight committee
00:37 that has a member of the minority.
00:40 So that if there are submissions about confidential and intelligence funds to the speaker,
00:47 our minority members will have immediate access.
00:52 According to the COA,
00:53 the Office of the Vice President of the United Nations submitted a request for the spending of P125 million confidential fund.
01:01 The COA promised to finish the audit of the OVP-funded funds on November 15,
01:06 which was spent less than two weeks.
01:09 I asked the COA and I looked at the various reports.
01:22 But it was not spent within 19 days, if not 11 days.
01:32 According to the COA,
01:33 the CIF is facing a big challenge because it is the only employee in the unit that audits the liquidation reports.
01:40 For Albay, Representative Ed Salagman,
01:43 this proves that the agencies that receive CIF should be reduced.
01:48 It should also be strict in issuing the alleged funds,
01:51 especially if some agencies do not comply with the use of it.
01:56 Perhaps we can condition releases on compliance.
02:01 Yes. Without prior compliance, then there will be no subsequent releases.
02:08 The COA formed a technical working group to change the Joint Circular on CIF.
02:13 Some of their amendments are to add additional documents to prove that the spending is correct.
02:20 In addition, the agencies that receive CIF should be removed or removed.
02:27 There should be a reportorial requirement for any transfers of CIFs as well as intelligence funds.
02:37 I believe that this may be happening at the moment, but these are not reported to Congress.
02:43 Despite the Ombudsman's announcement that the auditing of the audit reports will be stopped,
02:49 the COA is adamant that the release of the alleged funds should continue on its website.
