00:00 - On full housing, according to,
00:03 can I just stop actually before I answer that question
00:05 and just make a statement about planning process in general.
00:10 It's a quote I've made before.
00:14 The planning process as most people understand it,
00:17 in my view, is not about common sense.
00:22 It's about rules, regulations, and policies.
00:26 And if you don't take that on board,
00:29 then it's going to be a very frustrating experience.
00:31 So the planning system that we've got at the moment,
00:35 in my opinion, is broken,
00:36 but it's what we've got to work with at the moment.
00:38 It's not what I want,
00:40 and it's not what a lot of other people want.
00:42 The government has tried to change it.
00:44 About two, three years ago,
00:45 there was a white paper which talked about zoning
00:47 and that sort of thing,
00:48 but that got knocked back
00:49 because it did not involve the community enough,
00:53 and architects and professional people
00:55 thought it was really rubbish,
00:56 and it was not to put too high a point.
00:58 So at the moment, the government is going
01:03 to be levelling up policy,
01:06 and we will hopefully have something a bit better.
01:09 I can't hold your breath.
01:11 In a year or so's time, or perhaps less.
01:15 But at the moment, we're working with the planning system
01:18 as it is, and so I can't change the planning system
01:21 as much as I could,
01:23 but we've got to work with what it is.
01:24 I hope that theme is understood
01:28 throughout the debate today.
