00:53 Good morning, Prof. Fee and Diane. Thank you for inviting me to your program.
00:59 Sir, what are the main goals of the Pag-asa Scholarship Program? Can you tell us more about this?
01:06 Well, the system of our government, not only in Pasig but in the whole Philippines,
01:15 gives priority to the most intelligent or what we call ranking.
01:20 So, to our students who graduate with the best grades,
01:26 they are the ones who are given priority when it comes to scholarship programs.
01:31 But we thought about it in our city, what about the average students who are number one,
01:38 who are among the poorest in our country, who are also wishing to have the opportunity to study,
01:45 especially to finish their college.
01:48 They should be the ones who are given priority and given the opportunity to finish their studies.
01:53 This is the only way to stop the vicious cycle of poverty in our country.
02:06 That's why we thought of prioritizing the poorest in our city as qualifications for tertiary level education and college level education.
02:23 Vice Mayor, what are the benefits and support that students will get from this program?
02:30 As of this time, we have a memorandum of agreement with two private universities or colleges.
02:39 This is Pasig Catholic College and Arellano University in Pasig City, in Parangay, Caniogan.
02:47 There are others who are applying for memorandum agreements with the city where we will give our city 100% tuition fees,
03:05 all service fees of our students for their college tuition.
03:13 There are also allowances that can be obtained from our city from the first year, freshman year,
03:21 all the way until they finish their fourth year in college until they get their diploma.
03:29 This is really a nice initiative, Fee, and this program is good for students and also the benefits that they can get from this.
03:37 Vice Mayor, how did this idea for the scholarship program start and how did the partnership between the government of Pasig City and other universities and colleges in Pasig for this program start?
03:52 Actually, this started many years ago. 20 years ago, I was a former congressman in Pasig City.
04:04 At the time I was in the second congress, I made it a priority to give scholarship programs to our citizens in Pasig.
04:15 I did not look at their degrees as long as they enrolled in any government or private institution at tertiary level and they needed help.
04:30 I gave them sufficient help from our social welfare or DSWD.
04:37 I noticed that many families were given opportunities to live a new life.
04:45 We thought that this opportunity, we can make it a program that is institutionalized because of an ordinance that we designed, the Ordinance No. 47, Series of 2023.
05:00 A yearly allocation for this particular purpose that scholarship is given targeting a minimum number of at least 2,000 members of our youth in Pasig
05:16 who graduated from public schools or high schools in Pasig City and are looking for a college education.
05:30 For those who are not ready to go to college level, you can apply for technical or vocational programs offered by government or private institutions.
05:49 Our city will still provide for the future of our youth in Pasig.
05:55 For sure, the reception here is good Vice Mayor. We also want to know for the youth in Pasig, what are the requirements to be qualified?
06:05 For our KRSP in Pasig who are interested in this program, how can they get additional details about this?
06:13 Okay. Our requirements are very basic. Number one, you need to be a resident of our city, minimum of two years.
06:22 If you are not a resident of Pasig, I'm sorry, you will not qualify.
06:28 Number two, again, like what I said earlier, we are giving priority here, not the best or the smartest, but the poorest.
06:41 Our priority now is that your household income will not exceed 30,000 pesos.
06:50 This means that the income of your parents should not exceed 30,000 pesos every month.
06:59 So if you are minimum wage earners, your parents should be included.
07:04 Again, this is our priority and we are also giving priority to our fellow citizens.
07:13 In the list of National Household Targeting System for Poverty Reduction or 4Ps program of our national government,
07:23 these are the priorities for you to apply.
07:29 For Pasig City residents who are not available for this program, please proceed to our education unit in City Hall.
07:39 Just look for the office of Atty. Kath Williamin.
07:44 For those who cannot go, look for information in our PIO, Public Information Office of Pasig City Government.
07:56 Look for postings so you can apply online.
08:02 All right. Once again, this is really a nice initiative from the Pasig City Government to at least ease the burden of students,
08:09 at least even the fees, to help them.

08:12 Yes. So they can concentrate on their studies.
