00:00 Live from the GMA Network Center, this is "24 Horas."
00:06 Good evening, everyone.
00:11 The current of electricity is still low, so the electricity bill will be high this September.
00:17 Find out how much it will be when Bernadette Reyes will talk.
00:23 In addition to rice, corn and tomatoes, electricity is also increasing.
00:30 That's 50 cents per kilowatt hour this September.
00:33 The bill is now up to Php 100 for typical houses, or even more if the consumption is higher.
00:40 Like in Shell, the bill will increase to Php 450 because the consumption is up to Php 900 per month.
00:48 It's just a matter of time before they can save that.
00:51 It's very dismaying because our consumption of food, electricity and water is increasing.
00:59 It's even harder for Abby, who has been sent a disconnection notice several times.
01:04 It's good that she can talk to Miralco, but on a case-to-case basis.
01:08 If we can't, we will talk to Miralco. For example, just for one month.
01:13 The main reason for the rate hike, according to Miralco, is the higher signal in the electricity bill or generation charge.
01:20 The generation charge of 43 cents per kilowatt hour has increased.
01:24 There is a part of the increase in electricity bill and other charges.
01:31 The supply of electricity from the Suwal Power Plant would have been cheaper, but their contract terminated there.
01:37 We had to replace it from other sources.
01:39 Unfortunately, those other sources, including the spot market, were more expensive.
01:44 One of the reasons for the higher signal in electricity is the decrease in Peso Conta Dulyar.
01:50 Dollar is the denominated expense of some power generation companies,
01:54 even though they are paying for the oil that is being imported from other countries.
01:59 For GMA Integrated News, Bernadette Reyes, 24 Hours.
02:04 The President has returned home after his visit to the 43rd ASEAN Summit in Indonesia.
02:11 One of his last activities there was witnessing the free trade agreement between the Philippines and South Korea.
02:20 The President said that he will help to reach an agreement on increasing the number of jobs and improving the economy of the country.
02:27 He also said that South Korea wants to expand the opportunities of Filipino workers under the Employment Permit System.
02:35 The President also thanked South Korea for its help in developing the Philippines and its support in the South China Sea issue.
02:45 Following his visit to the ASEAN Summit, the President also met with his Australian Prime Minister in the Philippines.
02:55 They reached an agreement on strengthening relations between the two countries.
03:00 Ian Cruz was there.
03:01 [Music]
03:04 Just recently, the head of state of Australia visited the Philippines.
03:09 It was 20 years ago.
03:11 The official visit of the Australian Prime Minister, Anthony Albanese, was very special for the Philippines.
03:18 At their bilateral meeting at the State Dining Hall of the Palacio, the President thanked Australia
03:23 for its support in the Philippines in our claim in the West Philippine Sea and for its long-term protection of our territory.
03:30 You have made very clear that the claims that are being made upon our Philippine maritime territory are not valid
03:41 and have not been recognised and are not in conjunction or consistent with international law.
03:49 Australia does support, as I said, at the East Asia Summit, the 2016 South China Sea Arbitral Award.
03:58 That is final and it's binding and it's important that that be upheld going forward.
04:06 In 2003, an Australian Prime Minister visited the Philippines.
04:11 In their talks here in Malacanang, President Bongbong Marcos and Prime Minister Anthony Albanese
04:17 expected that maritime security and defence cooperation would be discussed.
04:23 The relationship between the Philippines and Australia has been 77 years,
04:28 which is the second largest partner of the country in defence and security.
04:32 And one of the two countries that has a visiting forces agreement, the Philippines,
04:36 recently handed over to Palawan and Zambales the exercise alonabahagi of Indo-Pacific Endeavor of Australia.
04:44 The President and Albanese signed the Joint Declaration of Strategic Partnership
04:49 which will further level up our strong relationship.
04:53 The signing of the Joint Declaration of Strategic Partnership signals our mutual commitment
04:58 to deepening collaboration across a spectrum of areas that are vital to both our country's growth and prosperity.
05:06 Australia is honoured to count Philippines as a close friend and from today, a strategic partner.
05:13 For GMA Integrated News, Ian Cruz, 24 Hours.
05:18 This visit was a blended learning for many students, especially the solution of the DepEd in the lack of classroom.
05:25 But some parents are disappointed in the lack of learning from their children.
05:30 Most of them don't know how to read.
05:32 Let's discuss the problem in the special report that was targeted by Mark Salazar.
05:41 Ha-da-na-ang-ba-ko
05:54 What does it say?
05:57 The bag.
05:58 The bag is?
06:00 I'm looking for it.
06:03 You're looking for the bag?
06:05 Yes, it's just in the chair.
06:07 Huh?
06:08 It's just in the chair.
06:09 The bag is just in the chair.
06:11 Jose is 12 years old and is in Grade 7 but he can only read one alphabet at a time.
06:19 He can't read English.
06:22 So-a-lee-lee
06:28 She loves to play outside.
06:30 It means that this child really wants to play outside.
06:37 Jose is one of the 10 students in the Philippines who can't read and understand.
06:48 In reading level assessment, he can only read Grade 3 or Level C6.
06:55 Why is it hard for you to read?
06:57 When the pandemic started, I couldn't read.
07:05 During the pandemic, when the world almost stopped, the classes in the Philippines stopped.
07:12 But even when other countries gradually expanded,
07:19 the Philippines was unable to open its schools,
07:24 which has the longest school closure in 122 countries that were locked down.
07:31 And even when the classes were back, it was not face-to-face.
07:35 Some were online.
07:37 But Jose is the only one in the learning modules who can read.
07:44 To be honest, I admit that they don't answer the modules.
07:50 If not as parents, it's because they haven't read and understood.
07:55 Jose's mother told his teacher.
07:59 You can give them back what they deserve,
08:03 but the students can't drop out now.
08:08 So they let them pass.
08:11 But before the pandemic, we really have a backlog in learning.
08:16 Only one in every five Filipino students passed
08:20 in minimum proficiency level in reading and mathematical literacies,
08:24 according to the Program for International Student Assessment.
08:28 They have a backlog of two years.
08:31 And then here comes the pandemic, another two to three years.
08:34 So that means they are five years behind.
08:37 The curriculum is really being adjusted.
08:39 This year, DEPED announced the reduction of subjects in the curriculum
08:47 to improve functional literacy as the ability to understand what is being read.
08:53 But aside from that, the freedom of the students is also being given to adjust the curriculum.
08:59 There are a few more recommendations for the existence of reading centers
09:03 and access to technology that is not for sale.
09:08 Middle class children, they can read fast, they can read more, they can learn more.
09:14 Why? Because they have this access to gadgets.
09:19 They have access to necessary supplementary reading materials.
09:24 But how can you prioritize that?
09:28 If the classroom alone is already short of almost 160,000.
09:33 Now, DEPED's goal is the same as the solutions of the pandemic.
09:38 The institutionalization of the blended learning is our long-term solution for that.
09:42 Since we are not assured that in the next few years,
09:45 we will be able to cover up all these backlogs in classrooms.
09:48 Solutions that Jose's mother blamed for not learning if not in the classroom.
09:55 And also the lack of access to technology.
09:59 So that there is an additional focus on the study of children.
10:03 What's on the tree? Nothing!
10:05 Some volunteers in Marikaban, Pasay have this responsibility.
10:09 The objective of the classroom is to return the love of the children
10:15 to the study.
10:18 They are helping because aside from the lack of facilities,
10:22 there is also a problem with the quality and rank of the teachers that the government should be concerned about.
10:28 I don't believe it's on the teacher quality, though it's one of the reasons.
10:32 I think it's the effort of the community.
10:36 It's the parents' guardian participation.
10:39 The continuity of reading practices of the children must continue at home.
10:45 And even the teachers themselves,
10:48 they are more than just teaching in a normal class.
10:51 There are those who teach in the so-called National Learning Camp,
10:55 which is like an extra tutorial for those who do not know how to read.
10:59 And one of the interventions of the DepEd.
11:02 We started with grades 7 and 8.
11:04 Next year, we will go to 8 and 9, 7, 8, and 9.
11:09 But we will expand this further to help our learners cope with the losses in the pandemic
11:15 and provide interventions as well for better emphasis on the language and numeracy skills.
11:23 There is no argument that depends on the success or failure of the study,
11:28 if the students will also succeed or fail.
11:33 And if we believe what Rizal said, that the youth is the hope of the country,
11:38 the youth should really focus on education.
11:42 For GMA Integrated News, Mark Salazar, 24 Hours.
11:50 There will be no effect on the case of the hit chief of the Mandaluyong Police,
11:57 the negative result of this in third-party drug testing.
12:00 According to the PNP Forensic Group, in both samples,
12:03 it should be examined in third-party drug testing to contest the initial results.
12:09 The first one to be hit in the position was Police Colonel Cesar Gerente
12:13 after he was positive twice in the random drug test conducted by the NCRPO.
12:19 This was also the target of the NCRPO.
12:22 They said that the process of the drug test was correct because Gerente was there.
12:27 There were those who were watched, monitored and also signed the samples that were tested.
12:32 It is possible that this is just an alibi of Gerente.
12:35 In the exclusive interview of GMA Integrated News yesterday,
12:38 Gerente said that he was negative when he was asked to conduct a drug test in PIDEA
12:43 and a DOH accredited testing center.
12:46 It is possible that the drug operations that they did and the maintenance of the drugs that he was taking were affected by the results.
12:53 A group of rice traders were hit by a hit because of the rice price ceiling.
13:00 Many retailers are not following the price limit.
13:05 But those who sell in Davao Region were given to finish their stock first.
13:11 And that's what Maki Pulido is targeting.
13:17 The rice retailers were hit by the same thing that we talked about earlier, rice traders and millers,
13:25 or those who supply rice to the stores.
13:28 To be included in the price cap, the rice trader, Maluto Lantino, sold 44 pesos per kilo of well-milled rice.
13:35 But in reality, he only earned 48 pesos, so he lost 4 pesos per kilo.
13:40 Because rice is still expensive.
13:42 So if you count, he lost 52,000 pesos today because he sold 260 cabans in Barangay Gulod, Novaliches, Quezon City.
13:52 Malu can't say if he will follow this.
13:55 We didn't promise.
13:57 We don't have anything to hide because we are legitimate businessmen.
14:04 The sale earlier was part of the program of the Department of Trade and Industry
14:08 that directly sells rice from traders to millers.
14:12 DTI will not replace the loss of traders.
14:15 They can now offset or recover their sales from other types of rice.
14:19 But because they have some, DTI will talk about starting next week the Rise on Wheels
14:25 that will sell 41 pesos of regular milled and 45 pesos of well-milled.
14:30 Maybe not all of their inventory, but they have an inventory to give.
14:36 One of the complaints of the millers is that their consumption is high
14:40 because they have pets that are considered family.
14:44 Our pets are also what we eat, cats and dogs.
14:49 The rice watchers don't believe that the traders lost money.
14:53 The sale of rice now, according to their monitoring, is 19 pesos per kilo.
14:59 So the well-milled should be only 32 pesos.
15:02 The rice watchers are buying from traders at the price dictated by them.
15:08 Until there is no regulation on the sale of rice,
15:12 the sale of rice and its importation, and the rice production remains low,
15:17 the rice crisis will not be resolved.
15:20 In order to lower the price of rice,
15:23 the government really needs to subsidize the needs of our rice watchers.
15:30 Until today, some rice retailers in Puerto Princesa City
15:34 still refused to follow the price ceiling on rice.
15:36 In Davao Region, the rice retailers are asked to finish their current stock first so that it won't be lost.
15:43 Tomorrow, DTI and DSWD will start distributing 15,000 pesos subsidies
15:49 to rice retailers in four cities in Metro Manila,
15:52 particularly in Manila, San Juan, Quezon City and Caloocan.
15:56 For GMA Integrated News, Mackie Pulido reporting for 24 Hours.
16:01 Happy Friday, my dears!
16:07 We will be able to discover in the part 2 of our interview with Barbie Forteza and David Licauco
16:12 of GMA Integrated News.
16:14 Their chemistry, love life and health challenge are their secrets.
16:21 One of them has a condition that makes him stop breathing while sleeping,
16:26 the hot chick from Nelson Canlas.
16:29 I know that I'm wrong.
16:37 If I'm like that, okay, you can't talk.
16:41 The answers are very intense.
16:44 The scenes are full of life-threatening, no matter who you are.
16:48 But before that, let's talk about the hardships of being a Filipino off-cam.
16:55 David sometimes stops breathing while sleeping because of his sleep apnea
17:02 that he was observed when he was 16 years old.
17:05 I want to have an opera after this show.
17:09 So hopefully, I find the time to do that because
17:17 I think sleep is the best gift.
17:20 By God, I tend to be...
17:23 People think that I'm fat, chubby.
17:28 But actually, I feel heavy in the morning.
17:33 So I don't have a mood, I have to work out.
17:36 David followed the routine of finding a role
17:42 that was first played by Senator Robin Padilla in the hit 1991 film.
17:47 I watched it maybe five times while I was doing cardio.
17:52 I laughed because we are so different.
17:54 He watched it while doing cardio, while I was lying down.
17:57 I watched it while lying down.
17:59 I was really sleeping.
18:01 I was more motivated and excited to do this TV adaptation.
18:08 While Barbie was doing the taping of "Maging Sino Ka Man"
18:12 at the end of her dream house.
18:15 So in between takes, you choose the tiles?
18:18 Actually, I called him and asked him why there's a tolfee.
18:23 The track is small.
18:25 Then, action!
18:28 Carding!
18:29 Definitely, we'll do it during Christmas.
18:35 Not to mention, his balance in his love life.
18:39 I'll go back to this.
18:40 Is Barbie jealous?
18:42 Yes, not really.
18:50 Not really, when he needs to go to work.
18:54 Because Jack has a lot of casing scenes, he's a professional.
19:00 But when he's not with his work, he's shy.
19:05 I've never been drunk before!
19:08 Between her and David, their chemistry is possible because of their mutual admiration for each other.
19:23 Even though, there are still some conflicts.
19:27 I feel like when David is late, he'll greet the others first.
19:31 Then, he'll look at me.
19:32 Then, he'll be like, "Hi Barbie."
19:34 Then, he'll stare at me if he can.
19:36 You're good!
19:39 If I'm like that, he'll be like, "Okay, you can't talk to me."
19:42 How do you apologize?
19:44 Actually, I'm shy sometimes because I know I'm wrong.
19:47 I'm late.
19:49 You don't have chocolate?
19:51 I don't.
19:53 Okay, tomorrow.
19:56 You'll be late tomorrow, so you'll have to pay me.
19:58 Just for a while.
19:59 There's a kiss scene, and there's an action scene.
20:03 The scene is just a bonus.
20:07 I'm laughing because...
20:09 You're not drunk.
20:11 Because there are a lot of instructions from the director.
20:15 So, I wasn't able to focus on the topless.
20:18 And during the rehearsal, he didn't take off his clothes.
20:21 I'm pissed!
20:25 As an actor, okay, very professional.
20:28 The movie has a kissing scene.
20:32 Is there a kissing scene in the series?
20:35 We'll have a poll before the ending.
20:37 Do you want it?
20:39 This is one of the most popular scenes in the movie.
20:45 I'm a champion!
20:46 I'm better than you!
20:48 I like you!
20:49 I love you!
20:50 Whoever you are!
20:53 David recreated it.
20:55 You're a champion!
20:57 I love you!
20:59 Do you know who I am?
21:00 There's no such thing in the script.
21:02 There's no confirmation.
21:04 It's all about you.
21:05 You know, it's annoying to accept.
21:07 Annoying?
21:09 Barbie?
21:10 Monique?
21:11 There's a Barbie.
21:12 I like you.
21:14 I love you.
21:16 Whoever you are.
21:17 Whoever, right?
21:20 Barbie or what?
21:22 Good job!
21:23 You can watch "Whoever" tomorrow.
21:32 8pm after 24 hours.
21:34 I hope you support it.
21:35 Nelson Canlas, updated on Shoebiz Happenings!
21:50 Good evening, Kapuso!
21:52 Have you planned what you'll do this weekend?
21:55 Whatever is on your to-do list,
21:57 it's important to consider the time.
22:00 For now, there's no new typhoon in the Philippine Area of Responsibility,
22:04 but it's possible that it will still rain in some parts of the country.
22:08 According to the forecast, there's a low-pressure area outside the park,
22:12 but the chance of it entering our boundary is low.
22:16 It also has no effect on any part of the country,
22:19 but we'll continue to monitor the updates of the forecast on that.
22:24 Compared to the past few days,
22:26 the typhoon is weaker now,
22:28 and only a small part of the country is affected.
22:32 It's only reaching the western section of the Northern and Central Luzon.
22:36 Aside from that, it's also possible that there will be a localized thunderstorm in other parts of the country.
22:41 According to the Metro Weather,
22:42 the chance of it raining in Luzon is low tomorrow morning.
22:46 But by the afternoon, it's possible that it will rain in Northern Luzon,
22:50 some parts of Central Luzon, Calabarzon, and Mimaropa.
22:54 By Sunday, the chances of it raining will be higher,
22:58 especially in the afternoon.
22:59 There's a strong rain in Cordillera, Cagayan Valley, and some parts of Central Luzon.
23:05 In Metro Manila, the chance of it raining is still there,
23:08 especially on Sunday afternoon.
23:10 So if you're going to walk this weekend,
23:12 don't forget to bring an umbrella because it will serve as a shield against the sun's heat and possible rain.
23:18 The chances of it raining in Visayas are also high tomorrow.
23:22 On Sunday, before noon,
23:24 it's possible that it will rain in some parts of the country,
23:28 such as Negros Provinces and Southern Leyte.
23:31 So to our residents who live in Visayas,
23:35 it's possible that the land will flood or get wet,
23:37 so be careful.
23:38 And for the residents of Mindanao, it will rain tomorrow afternoon and night.
23:43 There's a strong rain in some parts of Zamboanga Peninsula, Northern Mindanao, and Davao Region.
23:50 This is also what we're expecting on Sunday afternoon,
23:53 but the rain will be more widespread.
23:55 Our rainfall map is also more red and orange,
23:59 and that means it's heavy to intense rain,
24:03 so always be careful, my dear.
24:05 That's the latest news for now.
24:08 I'm Maureen Sharivers for GMA Integrated News & Weather Center.
24:11 We're your host, whatever the weather.
24:14 An international dog was born in the Philippines.
24:20 It's the best among all Pomeranians that came from different countries.
24:25 Nico Sereno of GMA Regional TV, Balitang Bisdak, was there.
24:33 Cute, fluffy, and obedient.
24:35 This is Lucky, the two-year-old Pomeranian dog
24:38 that won the title of Best of Breed in the World Dog Show Grand Prix in Geneva, Switzerland on August 23.
24:46 Lucky is the first Philippine-born dog to win the title.
24:51 She won the Pomeranian title in just 24 competitions from different countries.
24:56 According to her proud fur mom, Jacqueline Buendia,
25:00 there's a reason why she named her dog Lucky.
25:04 She was born without a heartbeat.
25:07 She was born without a heartbeat, and then luckily, she was able to be resuscitated by a veterinarian.
25:14 And then, we named him Lucky.
25:16 Now, she's double Lucky because of her title.
25:20 She's a favorite of other fur parents.
25:22 We just have to love them.
25:24 And then, yeah, at the same time, they will also love you unconditionally.
25:30 They could actually also join and then start campaigning their dogs later on.
25:36 Probably, they will reach a certain point that they can actually also join internationally.
25:42 For GMA Integrated News, Nico Sereno of GMA Regional TV, Balitang Bisdak,
25:48 24 Hours is on.
25:52 An expired tenure is written on the document received by the former Finance Undersecretary, Shelo Magno,
25:58 that the news that he resigned.
26:00 But the Palace said that the termination of his appointment should be expected
26:04 because the administration did not support it.
26:08 And that's what Sandra Aguinaldo is pointing out.
26:10 The news that Shelo Magno resigned as Finance Undersecretary
26:19 is because of his Facebook post.
26:22 Here, he posted a graph about the Law of Supply and Demand
26:26 and said that he missed teaching as a former Associate Professor at UP School of Economics.
26:32 He did not say in the post what the graph is about.
26:36 But some commented that some of Magno's fellow professors have a patent.
26:42 Magno also refused to teach to those in the government
26:46 through the graph in the Department of Agriculture and Department of Trade and Industry.
26:51 There is speculation that it has something to do with the controversial price cap
26:57 for rice that rice retailers are complaining about.
27:02 In the statement of Executive Secretary Lucas Bersamin,
27:05 he said that Magno's appointment was terminated
27:09 because it is clear that it does not support the administration
27:13 and its programs in nation building.
27:15 Magno will continue to talk to the administration's police
27:19 and let the public know through social media
27:24 before President Bongbong Marcos takes his seat.

27:39 We heard Magno's statement but he said that he will not give a statement first.
27:44 In his new social media post, Magno showed a letter from the Office of the President
27:50 saying that his tenure in the DOF has expired and it is effective.
27:56 Magno said that he is proud that he served in the government.

28:09 For GMA Integrated News, Sandra Aguinaldo, 24 Hours.
28:15 Good news for motorists.
28:18 The validity of the driver's license has been extended since April 3.
28:23 According to the LTO, it has been extended for a year
28:26 so they don't have to go to their job and they will not be paid.
28:29 The LTO will consult with the MMDA and LGUs about this.
28:33 When it comes to the backlog of the plastic license,
28:36 they will announce if the cards are available for renewal of the licenses.
28:41 The LTO admitted that they cannot afford the delay in the production of the license plates.
28:46 For now, the process is still ongoing for the digital license.
28:51 Voltis 5 has defeated the last and the strongest base fighter of Bolzano.
