00:00 The Board of Inquiry recommended a gross neglect of duty complaint against their officials and the Bureau of Corrections
00:09 for the assault of an inmate, Michael Cataroja, inside the maximum security compound of New Belived Prison.
00:16 Filing of a formal charge against two commission officers, 13 non-commissioned officers and COs,
00:21 relief of two COs, 13 NCOs, preventive suspension, 2 and 13.
00:29 This is just part of the preliminary report of the Board of Inquiry.
00:33 If there is a complaint of a criminal, will he be assaulted?
00:36 It is possible. I am not prioritizing the final report of General Pereira, who is the chairman of the Board of Inquiry.
00:45 The Senate was left to decide whether to use an under-vehicle inspection mirror
00:50 or to monitor the prison guards on duty to inspect the cars going out of Belived.
00:55 Cataroja did not see anything. But the prison guard who was watching the car did see something.
01:01 Who is telling the truth?
01:03 The actual video itself, we did not see anything.
01:08 Is there a picture of him looking down?
01:11 Yes, he is just looking down.
01:13 Cataroja also looked down at the polygraph test to see if it is telling the truth.
01:17 The results of the polygraph about Michael Cataroja, no specific reactions indicative of deception.
01:26 Security in Belived was also increased when the 700 people who were brought by the former Bureau Chief Gerald Bantag from BJMP were removed.
01:35 They said that only 300 were replaced.
01:38 According to the removed OIC camp commander of the Maximum Security Compound,
01:42 security patrol units that patrol 24 hours and keepers who guard brigades were also included.
01:49 I was nervous.
01:51 Why were you nervous?
01:53 Because there were no more SPUN keepers.
01:57 No one was maintaining the prison order inside Maximum.
02:03 As a woman, it is hard for me to maintain it.
02:12 So I always talk to the commander of the guards.
02:16 Meanwhile, experts from UP confirm that there are no human remains found in the septic tank inside Belived.
02:23 First, Katapag said that there are no mass graves in the prison.
02:26 But for Senator Robin Padilla, other septic tanks should be targeted rather than Cataroja's case, which for him has no direction.
02:35 It has been talked about for a long time in Belived that the septic tank is really horrific.
02:43 So it is better if you give permission for an investigation to be conducted.
02:51 An expert also appeared to build a research facility or body farm to study the decomposition of human bodies.
