00:13 program. A rainy Monday in
00:15 most parts of Luzon due to the
00:18 enhanced southwest monsoon. We
00:20 find out the extent of the
00:21 damage from days of continuous
00:23 rains and strong winds and the
00:26 impact of the storm in the
00:31 program. And later, the
00:32 defense secretary and retirees
00:34 raise concerns over the
00:36 military and uniformed
00:37 personnel or MUP pension reform
00:40 bill that was revised at the
00:42 house committee level as the
00:44 finance chief insists on
00:46 removing the indexation from
00:48 the MUP pension system. Finance
00:51 undersecretary Alou Kioseko
00:53 will be joined by the
00:56 defense secretary.
00:58 At least two people are
01:05 reported dead due to
01:07 persistent downpour brought by
01:09 the southwest monsoon that's
01:11 still being enhanced by
01:13 typhoon Hanna. The fatalities
01:15 were recorded in the
01:17 Cordillera administrative
01:18 region and western Visayas.
01:20 Disaster officials say the
01:22 storm hit 514,000 individuals
01:25 in 28 provinces. Damage to
01:28 agriculture is pegged at over
01:30 580 million pesos with over
01:32 10,000 farmers and fisher folk
01:34 bearing the impact of the
01:36 consecutive weather
01:38 disturbances. Let's go straight
01:40 to the source of the story. We
01:42 have national disaster risk
01:44 reduction and management
01:46 council spokesperson Edgar
01:48 Posadas. Welcome to the source.
01:50 >> Good morning. Thank you for
01:52 having us. Magandang umagat to
01:54 all those watching you right
01:56 now.
01:57 >> Hanna and Goring and
01:59 Habagat is the one that's been
02:01 bringing nonstop rains in many
02:03 parts of the country. But Hanna
02:05 is out of the Philippine area
02:07 of responsibility. So the
02:09 continuous rains, especially
02:11 today, is this just really
02:13 Habagat?
02:14 >> Yes, Pinky. Although these
02:16 two typhoons have already
02:18 exited the Philippine area of
02:20 responsibility, they continue to
02:22 enhance the Habagat or the
02:24 southwest monsoon. And that is
02:26 why even our western -- the
02:28 western side of our country is
02:30 from western central Luzon down
02:32 to the Mimaropa region, down to
02:34 region 6 in western Visayas,
02:36 they continue to have heavy
02:38 rainfall at this time.
02:40 >> And the latest report was
02:42 that there were two deaths and
02:44 over 500,000 affected. Are they
02:46 still the numbers you have?
02:48 Because I read somewhere, sir,
02:50 that there were still two for
02:52 validation.
02:53 >> Yes. Because we have -- we
02:55 have this validation through our
02:57 management of the dead and the
02:59 missing. You were correct when
03:01 you initially reported. But
03:03 again, we are still validating
03:05 this. The two deaths are from
03:07 -- one each from western Visayas
03:09 and from the Cordilleras.
03:11 >> And the other death is
03:13 something that you're
03:15 reporting, sir?
03:16 >> Yes. The one that has really
03:18 went up today, as of reporting
03:20 time, is the damage to
03:22 agriculture and fisheries. But
03:24 this is still just for the
03:26 Cordilleras region 2, 3,
03:28 Mimaropa and 6. It has went up
03:30 to more than 584 million
03:32 already. And for the damages to
03:34 infrastructure, also, the
03:36 damage to the infrastructure
03:38 and the infrastructure, the
03:40 damage to the infrastructure
03:42 and the infrastructure, the
03:44 damage to the infrastructure,
03:46 also for the same regions, it
03:48 is -- it's recorded now at
03:50 130.251 million. But the
03:52 records will change, Pinky, as
03:54 we continue to receive our

04:04 raised our red alert status to

04:10 regions 1, 2, 3, and Mimaropa.
04:12 And western Visayas has also
04:14 been hit due to the heavy
04:16 rains brought about by the
04:18 enhancement of the Habagat.
04:20 >> And is there a particular
04:22 focus that the NDRMC is paying
04:25 special attention to?
04:27 >> We are -- we are paying
04:29 attention to those who are
04:31 actually experiencing flooding
04:33 at this time. We still have
04:35 470 flooded areas. 55 are
04:37 still flooded. 470 are
04:39 still flooded. And we are
04:42 still -- we are still
04:43 reporting.
04:44 >> And how many areas are
04:46 still flooded?
04:47 >> 470 have already been --
04:49 have already subsided and
04:51 eight are still repeating.
04:53 These are in region scar 1, 2,
04:56 3, Calabarzon, Mimaropa, and
04:59 region 6.
05:00 >> How many still flooded, sir?
05:02 >> 470.
05:03 >> 470 areas still flooded?
05:05 >> Yes.
05:06 >> And --
05:07 >> But 407 -- sorry, 407 of
05:09 the 470 has already subsided.
05:11 >> 407 areas still flooded.
05:12 >> Yes.
05:13 >> Okay. But you can possibly
05:15 expect this number to increase
05:17 because of the nonstop rains?
05:20 >> Yes. But Pagasas reported
05:23 that starting -- if I heard
05:25 them right, Wednesday, things
05:27 will get better because we'll
05:29 start seeing more of the sun
05:33 starting --
05:34 >> I do hope so.
05:36 >> Starting Wednesday.
05:37 >> Director, what about number
05:39 of those evacuated? Do you
05:41 have the number?
05:41 >> Yes. As of this time,
05:43 pinky, we still have 52
05:45 evacuation centers housing more
05:47 than 3,000 persons and 915
05:50 families. These are in the
05:52 cordilleras in regions 1, 2,
05:54 3, in NCR, Calabarzon, and
05:57 Mimaropa, and region 6 as well.
05:59 >> Right. Still the same areas
06:01 that you've been referring to a
06:04 while back. Director, there was
06:06 a report yesterday that
06:09 some families were evacuating
06:12 from Valenzuela City. What
06:14 should be done, I guess, now,
06:17 knowing that it's been raining
06:20 nonstop, how long has it been?
06:23 Maybe a week or more? And
06:26 that --
06:27 >> More than a week.
06:29 >> How about those areas that
06:31 potentially could be dangerous
06:34 as we speak?
06:36 >> Yes.
06:37 >> Okay.
06:38 >> Yes. We continue to remind
06:41 our local chief executives, our
06:44 local government units, to be
06:46 mindful of their hazard maps
06:48 that are made readily available
06:50 to them and monitor the areas
06:53 which are really, you know,
06:56 being -- the impact of heavy
07:00 rains are in these communities.
07:03 And so we have to be very, very
07:07 careful, and we have to be one
07:10 step ahead so that when the time
07:13 comes that there might be a need
07:16 for preemptive evacuation, then
07:18 we advocate for that, and we
07:20 entrust that to the local
07:22 government units since they know
07:24 their terrain better, they know
07:26 their constituencies better.
07:28 >> But has there been some sort
07:31 of order -- I mean, are LGUs
07:34 being very aggressive in
07:37 possibly ordering preemptive
07:39 evacuations?
07:40 That's mentioned a while ago
07:42 because the land is already
07:44 soft.
07:45 >> Yes. In fact, we have a
07:48 total of 3,902 persons
07:50 preemptively evacuated, and we
07:53 are seeing this as an effective
07:57 preventive measure to keep our
08:01 kababayan safe in times like
08:03 this.
08:04 And we are seeing that the
08:07 government units, they will
08:10 garner the days when there are
08:13 forced evacuations.
08:15 They willingly agree to be
08:17 evacuated because they know that
08:19 if they don't, then they would
08:21 suffer the consequences.
08:23 >> It could potentially be
08:25 dangerous for them and their
08:27 loved ones.
