00:06 It is also a reminder that even in the face of adversity, we can unite and reconcile,

00:13 bridge divisions, and work towards a more peaceful, democratic, and just country.

00:23 As we launch this important event under Presidential Proclamation No. 675 issued in 2004,

00:31 declared in September of every year as National Peace Consistent Plan,

00:36 we acknowledge the individuals, organizations, and institutions,

00:42 most especially our local government units,

00:45 which have served as instruments of peace-building, public resolution, and reconciliation.

00:52 May your receipt of my vote.

00:59 And my fellow workers in government, distinguished guests, ladies and gentlemen,

01:04 on behalf of my representative,

01:06 it brings me great joy to be able to be with you to preside over the pronouncement of Padawan

01:15 as an insurgency-free province and to lead the opening ceremony of this year's National Peace Consciousness Month.

01:24 I cannot think of a better way to open the celebration and commemoration of the National Peace Consciousness Month

01:36 than to also at the same time be able to announce and to declare on one island as insurgency-free.

01:47 Distinguished guests, friends, I am Adel Palindwong Ngam.

01:54 It is my honor and pleasure on behalf of the official government and all of Palawan

02:00 to present to you the official declaration of Palawan Island as insurgency-free

02:07 and to thank you all for your contributions to achieving peace in our island.

02:13 This event is here to celebrate the end of the local communist armed conflict in Puerto Rico,

02:20 Mississippi, and Palawan.

02:22 And so must we thank everyone who contributed in one way or another

02:26 without other than respectfully inviting the Honorable City Mayor, Mr. Valero,

02:32 to directly present his excellency, President Marcos Ortiz,

02:37 and copies of the Regional Task Force and City Task Force L-TAP resolutions

02:44 declaring the city of Puerto Vilcansa and province of Palawan insurgency-free.
