00:46 where 2.385 billion pesos is being allocated for the fiscal year 2024.

00:56 when the OVP Fund was allocated to the committee level of the Camera.
01:02 In line with the long-standing tradition of giving the office of the Vice President
01:07 parliamentary courtesy, I move to terminate the budget of the Office of the Vice President.
01:13 But some members of the committee did not agree with this, so a vote was needed.
01:19 Those who are in favor for the motion to terminate the discussion for the Office of the Vice President,

01:28 We have 21 members of the Committee on Appropriations manifesting for the approval of the motion.
01:34 The chair declares for the motion to terminate the presentation of the budget approved.
01:40 Representative Franz Castro Angelique tried to delay the manifestation
01:45 so that the hearing could continue, but he said that he will postpone his manifestation.
01:52 Vice President Sara Duterte said that the OVP Fund will be used to continue the programs.

02:15 We are here to propose our budget request of P2.3 billion to support our operations,
02:22 continue our programs and extend the reach of OVP services throughout the country.
02:29 In the hearing of the budget of DepEd Angelique,
02:33 the judges asked some issues, including the salary increase and service credit of the teachers,
02:40 which is currently being provided by DepEd.
02:43 We were directed by our vice president, to contract out a study,
02:53 which we are doing with PUP, the Polytechnic University of the Philippines.
02:58 We're working on the flow of salary increase based on inflation.
03:07 As you know, we used to leverage our rates with the private sector.
03:12 But I must say that with the diaspora of 30,000 from the private sector to our public sector,
03:20 we cannot anymore make reference to the rates of the private sector.
03:25 DepEd cannot avoid asking about the confidential funds.
03:31 VP Sara explains that this needs to be done because Basic Education is connected to National Security.
03:39 There is a purpose and a need for confidential funds in the Department of Education
03:47 because Basic Education is intertwined with National Security.
03:52 But of course, as we always say, we leave it to the discretion of the members of the House of Representatives
04:00 and the Senate, the wisdom of granting confidential funds to the Department of Education.
04:06 VP Sara said that DepEd is asking for the help of some organizations like PNP, NBI, and Armed Forces of the Philippines
04:16 to ensure the safety of students and teachers in schools.
04:21 But she does not mean that these organizations receive compensation or benefits
04:28 using the confidential funds of DepEd.
