00:00 No tropical storm Franklin eyeing the Dominican Republic and Hispaniola with the biggest impacts
00:06 We do think the biggest impacts are going to be across the western and central parts of
00:11 Hispaniola that will include Santo Domingo and also
00:14 Santiago main threat here is going to be the rain there will be gusty winds no doubt about it
00:20 But it's going to be the heavy rain the risk for flash flooding and mudslides here
00:24 and that's why we have a high risk of

00:31 Property again mostly due to the heavy rain that's going to be falling here now while Franklin has been poorly organized
00:38 As it moves northward it's getting better organized
00:41 You can see that a lot of reds on the infrared satellite picture showing a lot of upward motion because you're getting
00:47 Colder cloud tops therefore the darker colors rain will be the big story here some heavy rain as I mentioned across
00:55 Especially the Dominican Republic now. I want to show you the water vapor loop here right now in the southwest Atlantic
01:01 You have this dip in the jet stream, and you have strong winds out of the west southwest wind shear
01:06 So I do think that as Franklin gets toward Hispaniola
01:10 Certainly there's going to be some weakening, but since it's poorly organized right now the island isn't going to weaken it much further
01:17 But this wind show where but in time what will happen is is this dip in the jet stream is going to be lifting north?
01:24 And this whole area north of Hispaniola where we have wind shear there will be less wind and
01:30 Less wind shear as we get in early next week
01:34 So we think there's a good chance at some point Sunday in the early next week that Franklin's going to become a hurricane
01:41 And I'll tell you what this is going to be a tough forecast for Bermuda as far as the United States is concerned
01:46 I want to show you the upper air pattern as we get in the next week now here is
01:52 Franklin and then don't be fooled in Bermuda this could be farther to the west as well east as well
01:57 So let's keep an eye on that
01:58 But I do think there's enough of a dip in the jet stream or a westerly flow
02:04 That we could pretty much clear the mid Atlantic coast to the southeast for any
02:10 Direct impacts from Franklin, but certainly there's going to be some rough seas next week no doubt about it now
02:16 Watch what happens as we go forward now. This is next Monday again
02:20 We start watching Franklin coming northward and now here's the key is this next trough coming into the northeast if this is delayed
02:27 This could said some of the moisture a little closer to eastern, New England. We're going to keep an eye on that
02:32 I suspect there won't be any direct impacts on eastern, New England
02:36 But I would be very worried about Nova Scotia and Newfoundland
02:40 Tuesday in the next Tuesday and Wednesday of next week that there could be some impacts from Franklin, and it would be a hurricane

02:52 There's energy in in the Pacific that may come across Central America
02:57 There could be a tropical wave or some energy coming in from the east
03:01 But why we're worried about this area is that next week mid to late week?
03:07 there's going to be low wind shear very light winds aloft and
03:10 Sufficient moisture that if anything comes into this area it's going to develop so I'd be very concerned
