00:00 New guidelines for screening of Filipinos abroad will be implemented starting September.
00:07 As for the possible search, some important documents, even the very publication of those,
00:13 are being complained about in some viral videos.

00:18 The complaints of travelers who were not offloaded or not transported have been viral several times.
00:26 The flight was missed due to the many questions regarding immigration before leaving the Philippines.
00:32 That's why in the government's campaign to fight human trafficking and illegal recruitment,
00:37 the new guidelines for departure screening of Filipinos who will travel abroad were formally laid out.
00:43 But if you thought it would be a big deal, it seems that it's even more strict
00:48 in the regulations and documents that need to be shown,
00:52 especially if the travel expenses are sponsored or paid by others.
00:57 Those who are traveling for tourism purposes only,
01:01 without a sponsor, they are just regular tourists,
01:05 there is no need to worry because we are just looking at the regular documents.
01:11 Aside from the basic travel documents,
01:13 other proofs or documents of the relationship and the capacity of the sponsor can be seen,
01:18 such as the travel fund. If you are a first-degree citizen,
01:22 like a child, sibling, and parents,
01:25 you need to show the original PSA-issued birth certificate or marriage certificate,
01:30 copy of work visa or work permit or residence permit of the sponsor,
01:35 and OFW documents if the sponsor is OFW.
01:38 If the person who invited is far away from the immediate family,
01:41 like a relative, cousin, relative, cousin, and others,
01:45 aside from the proofs of the relationship and the birth certificate,
01:48 like the original PSA certificates,
01:50 the authorized original affidavit of support and guarantee
01:54 that the embassy of the Philippines, consulate, or honorary consulate depends on the country
02:00 is notarized or inauthenticated.
02:01 The legal documents from the sponsor also need to be verified
02:05 that the trip is only for tourism purposes and the sponsorship will return to the Philippines,
02:11 including the statement that the next trip may affect the passengers' travel in the future
02:18 and the capacity of the sponsor to invite.
02:21 But what about the ones who were invited by the "Kasintahang Banyaga"?
02:27 There is an additional requirement for that.
02:30 They may show proof of their relationship.
02:33 That could be photos, that could be any document.
02:37 They also look at who the sponsor is, not only their relationship,
02:42 but who the sponsor is to know if this is a legal person
02:47 and if he/she has sponsored other people before.
02:52 The address, contact information of that sponsor.
02:56 For the Philippine government to be able to locate,

03:08 The requirements for the trip of OFWs, minors, students abroad,
03:15 volunteer workers, those going to Haj and others were also distributed.
03:19 But with the many requirements, isn't this too strict and violating the right to travel?

03:49 In the primary screening, the immigration officer can clear or defer the traveler immediately.
03:55 But he/she needs to explain the reason for this.
03:59 The immigration officer has 15 minutes to do the secondary screening.

04:07 The queue for immigration is very long.
04:10 It will only take a matter of 45 seconds to scan and to validate all the documents.
04:16 The process will still be limited to 45 seconds.
04:19 But at least our fellow citizens know what they will bring.
04:23 The opinions of the passengers we talked to are all the same.
