00:20 can be used against our ships in the West Philippine Sea
00:22 for repeated harassment by China.
00:25 And the last incident was the water cannon
00:28 of the Chinese Coast Guard
00:30 against our ships while they were doing a resupply mission.
00:32 So the question of the lawmakers
00:34 is whether the water cannon can be considered an armed attack.
00:37 The provisions of the guidelines say
00:39 cyber attacks and non-conventional threats.
00:44 Is the water cannon non-conventional?
00:48 If you ask the Bureau of Fire, it's conventional.
00:52 But if you ask the Philippine Coast Guard, it's unconventional.
00:57 The Foreign Affairs Department said
00:59 that the two countries are still studying this aspect.
