00:24 Senators have noticed that even a few deluvies of storms have come to us,
00:28 like the Undoy and Yolanda storms.
00:31 That's why the Senate Committee on Public Works questioned the lawmakers
00:35 where the funds allocated for flood control are going
00:39 and if they are allocating funds to avoid floods.
00:43 It's like a vicious cycle that has been going on for decades.
00:50 It's still making the Filipinos suffer.
00:58 There seems to be no sense of urgency.
01:01 Even worse, Filipinos feel forsaken.
01:05 We don't play around here.
01:08 We're all busy with our studies, Mr. Chairman.
01:11 2016, I was here in the Senate on my first day.
01:15 I'm not going to stop here. I still have five years.
01:19 If necessary, we will have a hearing here every day, Mr. Chairman.

01:24 Next year, we will have a proposed budget for our NEP, flood control.

01:32 This year, Php 182 billion.
01:35 Every year, Php 1 billion.
01:37 I think we need to put our heads together.
01:41 While we tend to romanticize the extraordinary steadfastness and resiliency of the Filipino,
01:48 I think it makes us ponder whether in this day and age,
01:54 it is not enough simply to be resilient, but we Filipinos must also be buoyant.
02:01 Senator Cynthia Villar condemned the pumping stations of the MMDA.
02:06 It seems ineffective.
02:08 But according to the MMDA, if the pumping station is removed,
02:12 more severe floods will occur.
02:14 Many people have told me that the problem in Metro Manila is that
02:18 instead of pumping water out of the river,
02:22 - Plastic is being pumped. - the pumping station is getting garbage.
02:25 - And the pumping station is malfunctioning. - Okay.
02:27 It's not effective.
02:29 So instead of helping, it's even worse.

02:36 We're not operating a pumping station in Las Piñas, Parañaque.

02:49 The purpose of the pumping station is to connect floodgates
02:54 where we're preventing the entry of higher water from the sea
02:59 to enter Metro Manila.
03:01 But I'm very happy that it is recognized that flood control problem
03:06 should be implemented in a holistic approach.
03:09 Engineering intervention that is being done by the Department of Public Works and Highways
03:14 is just one of the components that have to be undertaken.
03:17 There are, in my opinion, I think there are other components
03:22 and there are other sectors that need to be addressed.
03:26 According to DPWH Secretary Manuel Bonoan,
03:29 another big problem is garbage
03:32 and decades of drainage systems.
03:35 The drainage system in Metro Manila is almost 70 years old.
03:40 The internal drainage of Metro Manila is small.
03:45 And it is 70% silted already.
03:48 And then, of course, a lot of work has been done.
03:52 We also discussed the issue of reclamation projects.
03:55 Senator Cincia Villar pointed out that it is possible that it will be affected
04:00 if there are floods,
04:02 especially if the river's dam is closed.
04:05 If it is done properly, I don't think it is going to affect any flooding problem internally.
