00:00 A small airplane with 76 passengers had a problem while taking off run in Naia.
00:06 The plane's tail light went off after it crashed out of the runway.
00:11 This is the scenario of the crash rescue exercise in Ninoy Aquino International Airport on Friday morning.
00:19 The authorities showed the ways to respond.
00:23 From killing the fire,
00:25 rescuing the passengers and crew,
00:29 to giving information to the passengers,
00:32 to clearing the runway.
00:34 I think the exercise has proved that the airport is ready.
00:37 We have a good coordination with different agencies.
00:41 We do have first responders that are MIA, but those are not enough.
00:45 We have layers of responses.
00:47 The exercise today was well executed, but as I said,
00:50 we will review this, we will accept all of the recommendations,
00:54 critiques so we can improve our next exercises.
00:58 This exercise should be done every two years
01:02 as a requirement in the safety certification of the airport.
01:06 But this exercise was last done in 2017
01:11 before the pandemic.
01:13 This is a requirement also for the aerodrome certification of the airport.
01:19 So now, they have complied with this, so we will issue the aerodrome certification.
01:24 According to the Airline Operators Council,
01:26 this is the first time they have participated in this exercise
01:30 that was initiated by the Manila International Airport Authority.
01:33 They are satisfied with the preparedness of the airport during the pandemic.
01:38 Our airport are the first responders.
01:42 So it is also important that we will be included here as observers,
01:47 as part of the critic team,
01:49 so that we can have a full collaboration.
01:52 So that we can glue in our processes, our procedures.
01:58 But the group also wanted to improve some aspects,
02:02 such as data and information transfer.
02:04 It is also important to provide the correct information
02:07 to the victims' relatives in the fastest way.
02:11 Also, how the system will be when the plane is involved in an accident
02:17 and if it happens outside the airport.
02:20 For the longest time, we never had the crash and rescue exercise outside the airport.
02:26 If, for example, an aircraft decided to ditch in Manila Bay or went to another place,
02:35 what will be the response of the airport?
02:37 What will be the response of the LGU?
02:39 What will be the response of the airline to that?
02:41 This simulation was for a small aircraft,
02:44 but we are even prepared for even larger aircraft,
02:46 just like the past incidents that happened here.
02:49 We have agreements with different providers
02:51 who can assist us in terms of extracting this aircraft
02:54 so that we can open the airport.
02:56 In 2018, a Shaman Air plane with more than 160 passengers skidded off
03:02 or passed the runway of the plane.
03:05 In 2020, a Lion Air plane was burned in the area where 8 people died.
