00:00 Our President left the country last night and this morning.
00:05 He's been giving directives that disaster response is very, very important to him.
00:12 We need to make sure that the families affected are those in evacuation centers.
00:17 We have several evacuation centers in Caldillera, Ilocos Norte, and Cagayan Valley.
00:28 We have several isolation centers.
00:32 He instructed us at the DSWD to make sure that we have enough food and other provisions for the families.
00:42 We also know that there are families who are affected who are in their homes or outside evacuation centers.
00:49 The President also wants to make sure that they can provide all their needs.
00:54 So what are the areas of concentration? Since last night, we have been in Cagayan Valley,
01:00 especially in the eastern seaboard of Cagayan Valley, in the areas of Santa Ana, all the way to Aparee.
01:07 We know that he landed nearer to Puga Island than in the vicinity of Aparee.
01:13 Also, we are not stopping coordinating with the local government officials of Ilocos Norte
01:21 because we know that they are also affected, including in the Caldillera region.
01:24 But Tristan, I just want to also add that while the DSWD is looking at the northern Luzon,
01:30 the Habagat is also affected and we know that the evacuation center should also be supported by our help.
01:37 That is the mandate of our President. So those areas are our areas of concentration.
01:41 We've also coordinated closely with the respective governors and city mayors and municipal mayors of the said areas as early as yesterday.
01:49 So the coordination between the national government and the local government is very important.
01:54 We know that the local government is the first to respond, but the order of our President is to ensure that
01:59 if the resources of the local government are lacking, the national government of the DSWD should increase.
02:06 Yes, you know we are always asked, in fact in this next session,
02:13 we will ask about the disaster preparedness plan of our President. Since the Marcos administration took the helm,
02:20 one of the March orders of our President is to make sure that we are as responsive as we can.
02:25 And to do that, the disaster preparedness of the DSWD does not happen when there is a storm or when the storm is approaching.
02:32 If not, all year long, our disaster response management group is continuously expanding the network of warehouses,
02:40 either owned by the local government unit, owned by the private sector, or borrowed from the private sector.
02:47 We are making sure that all year long, our goods are prepositioned, not just when the storm comes, we will preposition.
02:54 In fact, as of yesterday, as we have reported, 1.3 million family food packs are distributed in 16 regions of our country and in different provinces.
03:04 Of that, on an average, around 80,000 are in Region 1, Region 2, and in the Cordillera Autonomous Region.
03:13 On an average, 80,000 to 100,000 depending on the absorptive capacity of the area.
03:18 So in the DSWD, the paradigm and the marching order of our President is not just when there is a storm and we will send goods.
03:25 If not, the goods are already there even before the storm comes.
03:29 Because we know that we are preparing not just for storms but other disasters that are unexpected like earthquakes, like recently the volcano erupted.
