00:12 Good morning Igan and good morning to your partner Susan and of course to all your listeners and followers. Good morning.

00:21 One of the issues that President Baumol was discussing before was the job mismatch or the lack of available jobs in the skills or after-school courses of the workers.

00:32 How did our Labor Department respond to this last year?

00:38 First, last year, our President established the National Coordinating Council for Philippine Qualifications Framework,

00:50 which is under a law that was passed in 2018. This is what the Department of Education is building.

00:59 It was led by our Vice President and Secretary of the DepEd, Inday Sara Duterte.

01:08 It also includes CHED, TESDA, PRC and DOLE.

01:15 One of the things that you mentioned is one of the things that you discussed.

01:19 The strengthening of the Philippine Skills Framework, which was led by the Department of Trade and Industry, is also part of the agreement.

01:29 This is a movement to expand the scope of activities that you mentioned, which are related to jobs, skills and mismatch.

01:41 In the Department of Labor and Employment, we are encouraging the construction of so-called jobs fairs to spread the vacancies that are hard to fill up in other regions,

02:06 Secretary, some labor groups are saying that the wages of the workers are low.

02:11 What are the DOLE's steps to address their calls, even though there are additional wages of the workers here in Metro Manila?

02:20 Susan, as you know, the process that is currently being carried out has a connection with the so-called regional minimum wage fixing.

02:29 We know that balancing the wages of the workers and the capacity of the workers or employers is not that easy because a large part of our existing companies

02:45 are in the category of micro and small enterprises.

02:49 But even though there is such a balancing, we are looking at how we can address this, especially if there is a petition that has been filed by our group of workers.

03:02 I would like to add that our regional tripartite wages and productivity boards are formed by the workers, the leaders and the government,

03:12 where they are looking at all the possible factors, whatever wage adjustments, wage increase or minimum wage.

03:22 Secretary, you said that it's possible to approve the addition of daily minimum wage in four regions before the end of the year.

03:33 Will this be mentioned later in the SONA? How much will that be?

03:36 I don't know if it will be mentioned in the SONA because all departments are asking for inputs.

03:43 Whatever is the right thing to put in, that will be decided by the assistance in balancing or balancing the SONA of our President.
