13:31 Dr. Bakarissam, you have just taken part in the first annual meeting of the Innovation Foundation for Democracy on the theme
13:43 "Democracy in Africa, State of Places and New Directions"
13:48 which were held in Grand Bassam, Ivory Coast, from 9 to 11 July 2023.
13:53 What is the meaning of such a meeting in the current continental context?
14:00 Yes, I think these meetings have all their meaning.
14:04 They are coordinated, as you know, by Professor Achin Bembe.
14:08 These meetings have been able to bring together different categories of participants,
14:13 researchers, representatives of the academic world,
14:15 such as Professor Mamadou Diouf who gave the inaugural conference.
14:18 There were activists, activists of civil society,
14:22 those responsible for the institutions that are engaged in the support of initiatives in favor of democracy in Africa.
14:29 I think this was an opportunity to build, through cross-referencing,
14:34 common diagnoses on the situation of democracy on the continent,
14:39 to take the measure of innovations in progress in democratic practices, etc.
14:44 to connect the actors, to put them on the network,
14:47 to lead to a form of mapping to amplify visibility and impact.
14:52 I think these meetings have also allowed us to imagine new forms of support for democratic initiatives,

15:08 these meetings were of great need.
15:11 Very well, but in view of the recurrence of coups d'état and other political upheavals on the continent,
15:19 some have come to talk about a democratic disenchantment,
15:24 especially among young Africans.
15:26 Do you share this observation or do you think that the attitude of young people towards the democratic model is much more complex?
15:35 No, I think that young people on the continent do not reject democracy.
15:39 Many things have happened with these attitudes of power that have persisted, etc.
15:50 and the number of young people has increased.
15:52 Today, what young people need, I think, is to try to endogeneize the democratic project,
15:58 so that it is perceived not as a Western idea, but as an African reality.
16:04 We must work on all these examples taken from pre-colonial Africa.
16:08 The kingdom of Ashanti is a procedure, for example, for the re-enchantment of tradition, as H. H. Mbembe said.
16:16 And then we must recall the socio-cultural anchoring of democracy in culture and in the African past,
16:22 as the example of the Kurgan Khufuga Chart, known as the Mande Chart since 1235.
16:27 There have been experiences such as the Torodo revolution in the Furo Toro kingdom in 1775,
16:33 before the French Revolution of 1789.
16:37 I think that we should work on these references,
16:41 reminding young people that democracy has a universal content.
16:46 Now, the decline depends on cultures, but we must work on endogeneization,
16:51 but also on re-enchantment, so that young people can understand the idea behind the democratic model,
16:58 which, despite all the problems we know, is the most viable model at the moment.
