01:40 [MUSIC PLAYING]
01:44 Good morning once more, and thanks for being with us.
01:46 As you heard in the headlines, the summit
01:48 for a new global financing pact will end later today in Paris
01:53 with a group of photographs, the presentation
01:56 of an outline for the new financing mechanism that
02:00 may help poorer countries tackle the negative effects of climate
02:04 change, a high-level dialogue among leaders,
02:08 and a press conference from host President Emmanuel Macron
02:12 is also on the agenda.
02:14 After the opening ceremony yesterday,
02:16 the heads of state were convened to a working dinner
02:20 at the Elysee Palace by Emmanuel Macron and his wife,
02:23 Brigitte Macron.
02:24 President Biya attended the dinner with Chantal Biya
02:28 alongside all the heads of state.
02:31 And the two-day summit for the global financing
02:34 pact, which opened yesterday in Paris,
02:36 was in the presence of 50 heads of state and governments,
02:40 including Presidents Paul, Biya, and hosts Emmanuel Macron.
02:45 The opening ceremony was punctuated by several speeches
02:48 with that of the UN Secretary General, Antonio Guterres,
02:51 calling for more international solidarity to end sufferings.
02:55 Details with CRTV special envoy to Paris, Ashwin Yenthi.
03:02 -Tuesday, 22nd June, 2023, day of the opening ceremony
03:06 of the summit of the new global financing pact, 8 AM local time.
03:12 At the lobby of the George V Hotel,
03:14 members of the Cameroonian delegation are on the alert.
03:17 In little groups, the President has a job at hand.
03:22 Outside, it is drizzling.
03:24 But energized by the mind-blowing reception
03:26 he received yesterday on arrival,
03:28 a robust and self-confident-looking Paul Biya
03:31 defies the Parisian rains and heads for the Palais de
03:35 Bourgnon for the cutting razor of the summit,
03:39 where he arrives calmly.
03:42 He was accompanied by the Minister of External Relations,
03:44 Ben Lambela, the Minister, Director of the Civil Cabinet,
03:48 Sangben Vondo Ayolo, Finance Minister, Louis Paul Moutazé,
03:52 and Cameroon's Ambassador to France, André Magnus Ekumu.
03:57 Just before the President gets into the venue,
03:59 he will give last-minute instructions
04:01 to the Minister of Finance, Louis Paul Moutazé.
04:04 At the hallway of Palais de Bourgnon,
04:06 Paul Biya meets Nigerian President, Bola Akmed
04:09 Thidibu.
04:11 A long handshake and their body language
04:13 speaks volumes about their mutual appreciation,
04:16 even at an impromptu meeting.
04:19 Thidibu is thankful that Paul Biya
04:21 sent a representative to his inauguration in May.
04:25 The President then joins the other heads of state
04:27 from Africa, the Americas, Asia, and Europe
04:30 for the opening ceremony, punctuated by pitches.
04:34 French President and Convener of the Summit, Emmanuel Macron,
04:38 gave the kickoff in a speech in which he
04:40 appeals for the investment of private capital
04:43 in emerging countries.
04:45 He made a plea for a better mechanism
04:47 for funding countries hardest hit by climate change.
04:51 He even promised to come back this Friday
04:53 with a list of new mechanisms of financing
04:56 and how these will be made more effective.
04:59 The Prime Minister of Barbados, Mia Motele,
05:02 echoed similar concerns.
05:04 She added that poorer countries should be given greater access
05:07 to the hundreds of billions of starch of funds
05:10 to tackle climate change.
05:13 The head of state of Niger, one of the countries for long hit
05:15 by drought, Mohamed Bazoum, for his part,
05:18 called for a more just international finance system.
05:21 He also called for collaboration between public and private
05:24 initiatives in the fight against climate change.
05:28 Rounding off the series of speeches,
05:30 the Secretary General of the United Nations, Antonio Guterres,
05:33 was even more blunt.
05:35 He said the entire international funding system has collapsed.
05:38 Poor countries suffer a greater burden,
05:40 while rich countries do not care.
05:43 He said the only viable solution is
05:45 to overhaul the financial system and create
05:48 a new IMF and a World Bank in which poorer countries will
05:52 have a better deal.
05:54 It is at the end of this session that President Porbea
05:57 will return to his hotel satisfied.
05:59 The British High Commissioner, Denise Christine Macleod,
06:05 who is at the end of his mission to Cameroon,
06:08 has saluted the intensification of cooperation ties
06:11 between Younde and London.
06:13 He was speaking yesterday in Younde during a farewell
06:16 audience accorded him by Prime Minister, Head of Government,
06:19 Joseph John Guthie.
06:21 Star Building correspondent, Chris Enchia Atom, reports.
06:25 The High Commissioner came to his final audience
06:28 at the Star Building after spending close to 2 and 1/2
06:30 years in Cameroon.
06:32 His discussions with the Prime Minister
06:34 turned around the progress made in relations
06:36 between Cameroon and the UK during his stay.
06:39 We've seen trade volumes increase to over 750 million
06:43 pounds per annum.
06:45 And we've seen the implementation
06:46 of the economic partnership agreement.
06:48 We've also had some very strong cooperation
06:52 with regards to climate, the protection of biodiversity.
06:54 The British diplomat affirmed that his country will continue
06:57 supporting Cameroon through the different challenges facing
07:01 the country.
07:01 We continue to be steadfast supporters of Cameroon
07:05 in its efforts to stabilize the far north.
07:07 We remain key supporters of the humanitarian activities
07:12 here in Cameroon, particularly with regards
07:15 to the ongoing conflict in the Northwest and South-East.
07:17 At a personal level, the outgoing British High
07:20 Commissioner saluted the warmth of relations
07:22 he experienced during his mission.
07:24 What has struck me most over that period
07:28 as I was talking to the Prime Minister
07:29 is the warmth of that relationship and the way
07:32 in which we continue to work together
07:34 in sometimes what are very difficult and challenging
07:36 areas.
07:37 The Prime Minister of Government and the outgoing British High
07:39 Commissioner sealed the friendship
07:41 through an exchange of gifts.
07:45 Cameroonian Pascal John Rada Magistrate Leslie Fobang
07:49 has been sworn in as one of the judges of the United Nations
07:53 Appeal Tribunal at the UN headquarters in New York.
07:57 The selection of Justice Leslie Fobang
08:00 to the prestigious position is testimony
08:03 to the efficiency of Cameroon's judicial system.
08:07 But who is Justice Leslie Fobang and how did he
08:09 rise to this position?
08:11 Ebenezer Kanga tells us more.
08:14 Before the United Nations Secretary General Antonio
08:18 Guterres, Cameroonian Judge Leslie Fobang
08:21 took the oath of office as one of the judges at the United
08:24 Nations Appeals Tribunal.
08:26 I solemnly declare and promise to exercise in all loyalty,
08:32 discretion, and conscience the functions entrusted to me
08:36 by the United Nations.
08:38 Before his election to the UN Appeals Tribunal on November 15,
08:42 2022, Leslie Fobang, a brilliant full-scale magistrate
08:46 of exceptional class, was Deputy Attorney General
08:50 at the Southwest Court of Appeal since 2020.
08:53 The election of the graduate of the National School
08:55 of Administration and Magistracy,
08:57 a nun, into the UN Appeals Tribunal
09:00 is sufficient testimony to the efficiency of Cameroon's
09:03 judicial system, which has produced
09:05 brilliant experts for international institutions
09:08 over the years.
09:10 Above all, it is testimony to the efficiency
09:13 of Cameroon's diplomacy under the importion
09:15 of the head of state, President Paul Beer.
09:18 The United Nations Appeals Tribunal
09:21 is the appeals body of the UN.
09:23 It was established in 2009 following
09:26 reforms of the internal legal system of the United Nations.
09:30 The swearing-in ceremony comes two weeks
09:33 before the official start of their seven-year term, which
09:36 begins on 1st July, 2023 and ends on June 30, 2030.
09:45 The bill laying down the general regime
09:47 of public-private partnership contracts
09:49 has been adopted at the National Assembly
09:51 in a plenary sitting chaired by the first Deputy
09:54 Speaker of the House, Honorable Hilarion Etang.
09:58 Meanwhile, at the committee level,
10:00 the foreign affairs members examined
10:02 a defense and security cooperation agreement
10:05 between the Republic of Cameroon and Egypt
10:07 signed in October 2022 in Yaoundé.
10:10 Esther Kima has details.
10:14 So the law on partnership contracts endorsed in 2006
10:18 being reviewed to suit international public-private
10:20 partnership standards.
10:22 And to fit the 2020-2030 national development strategy,
10:27 the lawmakers queried the effectiveness of the mechanism
10:30 and its distinctness.
10:31 I want to know the relationship between this bill
10:34 of public-private partnership contracts
10:36 and the public contract codes in Cameroon of 20 June 2018.
10:41 I see that the committee has done a good job.
10:44 They came out with a series of recommendations.
10:50 What will the government do with these recommendations?
10:53 With 93 private contracts so far received and 29 signed
10:57 to the tune of 2,700 billion CFE francs,
11:01 the state is reassuring.
11:03 With the partnership contracts, we
11:06 are talking of structuring a relationship that
11:09 may last over time, through which government concedes
11:14 part of its responsibility to a private partner
11:18 to deliver on what is expected from government.
11:21 After the debates, the 2017 section bill
11:24 was adopted under the supervision
11:26 of the senior deputy speaker, Honorable Ilha Rongetong.
11:30 Meantime, the bill to authorize the president of the republic
11:34 to ratify the defense and security cooperation framework
11:37 agreements between Cameroon and Egypt
11:40 was examined by the Foreign Affairs Committee.
11:43 The minister delegate and the presidency
11:45 in charge of defense, Joseph Betia-Somo,
11:47 expounded on the accord which grants short-term training
11:50 courses to military personnel of both countries,
11:54 as well as shared expertise.
11:56 The minister delegate in charge of the Commonwealth,
11:58 Felix Mbayu, took part in the exchange intended
12:01 to enhance fruitful cooperation in the field of defense
12:05 and security.
12:06 We go back to the far north region
12:10 where Martina and Yonata mortality in the Lugon,
12:13 Anshari, and Mayot, Danae divisions,
12:15 is taking a downward spiral in this regard.
12:19 Thousands of women are being sensitized, and hundreds of them
12:22 receiving baby kids from the United Nations Population Fund.
12:26 One of the localities benefiting the UNFPA emergency project
12:31 to assist persons affected by floods
12:33 is the Makare subdivision, where the number of women going
12:36 to hospital to put to birth has increased.
12:39 Henry Tatuakambi reports from CRTV Far North in Marwa.
12:44 [BABY CRYING]
12:46 This woman is giving her baby a cold bath
12:49 in this baby bathtub that was part of a baby box
12:52 kit given to her by the UNFPA.
12:56 Ramatu, as she is called, is one of the many women in Makare
12:59 who received their baby box kits under the emergency project
13:03 to assist persons affected by floods in the Mayot, Danae,
13:06 and Lugon, Anshari divisions.
13:08 [SPEAKING FOREIGN LANGUAGE]
13:16 The midwives recruited under the umbrella of the project
13:19 see the initiative has encouraged many women
13:22 to give birth in health facilities, which
13:24 has reduced the high maternal and neonatal mortality
13:28 in the locality.
13:29 [SPEAKING FOREIGN LANGUAGE]
13:31 Women usually give birth in the house,
13:34 but with this sensitization and gift offered to them,
13:38 we now receive close to 100 women a month,
13:41 as compared to about 50 per month
13:43 before the project arrived.
13:46 Some 2,000 women in the Mayot, Danae, and Lugon,
13:49 Anshari divisions received baby boxes, dignity,
13:52 and menstrual hygiene kits to ensure
13:54 that their newborns' basic needs, which
13:57 are often overlooked in humanitarian situations
13:59 like floods, are taken care of.
14:01 [BABY CRYING]
14:05 In religion, Cameroonian and Saudi authorities
14:07 have held a preparatory meeting prior
14:10 to the beginning of the Hajj in the holy site in Mecca
14:14 on Monday, June 16.
14:15 The two delegations examined practical modalities
14:18 for the safe stay of pilgrims in the holy site.
14:23 A special envoy to Mecca is Maimouna Njouyashi reports.
14:28 Decisive days of the Hajj are at the corner,
14:31 and Cameroonian as well as Saudi authorities
14:34 are putting hands on deck to ensure that pilgrims carry out
14:38 their spiritual obligations in the most convenient way.
14:42 This was the main reason behind the meeting
14:45 held at the office charged with the affairs
14:48 of Cameroonian pilgrims.
14:50 The physiological needs of those who will perform the Hajj
14:54 was at the center of discussions.
14:58 We are getting set to welcome millions of pilgrims
15:01 at Mina and other holy sites.
15:04 Authorities have taken all the practical measures
15:08 to ensure a safe stay for all those who will perform
15:12 the Hajj this year.
15:13 Owing to the fact that pilgrims may
15:16 be exposed to infectious diseases
15:18 while at Mina, Mount Arafa, or Muzdalifah,
15:22 medical experts advise that a number
15:25 of individual preventive protocols
15:27 have to be respected, amongst which drinking much water
15:32 and natural fruit cocktails and wearing face masks
15:35 around overcrowded stations.
15:38 The preparatory meeting ended with the sharing
15:41 of a personalized cake as proof of the long-lasting friendly
15:45 tie between Cameroonian and Saudi authorities.
15:51 In sports, a semifinals of the 2023 FAP National Boxing
15:55 Championship are ongoing in Yaounde with 11 fights
15:59 scheduled for today.
16:00 In the 71 kilograms category, Chanda Wesley
16:04 of FAP-JP overpowered Jock Samwell
16:06 to qualify for the finals.
16:08 Details with Romion Kenyi.
16:11 The battle gets serious.
16:13 11 semifinal battles are in the program.
16:16 Just two teams, FAP Yaounde and FAP-JP,
16:19 have made it to this stage of the competition.
16:22 The competition is a great success.
16:25 For over 10 years now, we have not had a boxing competition
16:29 of this magnitude.
16:31 My team is very good.
16:33 I'm very happy to my administration
16:38 because you've given a necessary support.
16:41 Since January this year, the boxers
16:44 have clashed in three regions--
16:45 the littoral, north, and the center.
16:48 This is my first fight.
16:49 First of all, I had to train for like three weeks
16:53 for this fight with different coaches.
16:55 Initially, I wasn't supposed to participate
16:57 due to my newborn nature.
16:58 And I was supposed to train more before coming back.
17:02 I shall work more and more again and prove that this time,
17:05 I can do it without this kind of situation.
17:09 Some of the confrontations ended on forfeiture.
17:12 Qualified boxers from 51 to 92 kilograms
17:15 for Saturday's grand finale are poised
17:17 fighting to their last grabs, winning
17:20 precious medals and trophies.
17:21 And as before the 7 AM news, visit our website
