A few hundred metres from tourists taking photographs in front of the Arc de Triomphe, dozens of migrant families are taking refuge in a car park in the 17th arrondissement of Paris. According to the association Utopia 56, "there is a political will to render rough sleepers invisible. A problem that is not seen is not a problem."
