'All systems go' for Maguindanao plebiscite, says provincial gov't

In a Rappler Talk interview, Maguindanao provincial administrator Cyrus Torreña says the provincial government is highly prepared for the conduct of a September 17 plebiscite that will determine whether Maguindanao will be divided into two.
