Queensland Coroner says Baxter was a ‘master of manipulation’

A Queensland Coroner has found every agency which dealt with Hannah Clarke before her murder failed to recognise the extreme risk she was facing from her estranged husband. Rowan Baxter killed Ms Clarke and their three children in Brisbane in February 2020. The inquest has found Baxter was determined to carry out the murders and further action by authorities was 'unlikely' to change the outcome. The coroner has made 89 recommendations including more specialist training for police.
