Consider This: MACC (Part 1) - Shifting Burden to Civil Servants

MACC Deputy Chief Commissioner for Corruption Prevention was reported saying that it’s not wrong for politicians or ministers to issue support letters, adding that it’s normal for politicians to write support letters when they are asked to by their supporters or constituents. It is, however, wrong for civil servants to consider such letters as a determining factor in making their decisions, as there are guidelines in place.
