Port of Dover Chief Executive Doug Bannister has said new biometric checks scheduled to come into force in September "will not work".
The new regulations will mean that non-EU citizens on their way to Europe will face similar checks to those carried out at airports but there are fears this could worsen cross-Channel queues and delays.
