Emergency advisory issued in Kashmir, then taken back, why?

Non-Kashmiris are being killed in the name of target killing in Jammu-Kashmir. 2 laborers were killed in Kulgam. The terrorist organization United Liberation Front claimed responsibility for the killings. The organization issued a statement and told the migrant laborers to leave the valley.
