Mumbai waterlogging: Why BMC becomes helpless every monsoon?

The southwest monsoon reached Mumbai on Wednesday as heavy rains lashed the country's financial capital since early morning. Waterlogging was reported in several low-lying areas. The Brihanmumbai Municipal Corporation (BMC) is the richest civic body in the country.
