Citizenship to be given by old law, so why was CAA passed?

The Union Home Ministry has issued a notification under the Citizenship Act asking non-Muslims from Afghanistan, Bangladesh, and Pakistan to apply for Indian citizenship who are residing in the country. The citizenship will be given as per the old law. Now the question arises that if this had to be done then what was the need for CAA?
