Royal Commission finds Victorian system a catastrophic failure

The royal commission into Victoria's mental health system has found it has catastrophically failed and has called for the system to be completely rebuilt. Reporter Mary Gearin reports that it's being called a "broken system" and there is a growing gap between demand and supply of mental health.
