It has been an absence felt around California City and Kern for over a week, when three and four-year-old Orson and Orrin west disappeared into the night more than a week ago. Their disappearance has put a spotlight on their adoptive parents and the foster care system. 23ABC’s Kristin Vartan joins us live from the Kern County Department of Human Services with a look at the adoption process.
