U.S. allocates US$ 9 mil. of budget to promote human rights and democracy in N. Korea

The U.S. has allocated 9 million U.S. dollars of next year's budget for activities to promote human rights and democracy in North Korea.
The Federal Government budget plan... which was recently approved by the U.S. Senate and the House of Representatives... includes 5 million dollars for the U.S. State Department to use in human rights promotion activities in North Korea.
The other 4 million dollars comes from the State Department's program of promoting democracy overseas.
However, U.S. Congress has prohibited the budget from being used to directly aid North Korea.
