Cele wants penalties for lawlessness

Eastern Cape authorities are warning residents in hotspots that non-compliance will be dealt with harshly. This follows lawlessness in various parts of Nelson Mandela Bay. Meanwhile, the City of Cape Town says it will take legal action against police Minister Bheki Cele, He shut down a beach movie shoot yesterday which the city argues is not prohibited by regulations. eNCA's Linsay Dentlinger was there.
