U.S. certifies N. Korea and 4 countries as "not cooperating fully" with counterterrorism

The U.S. has certified North Korea and four other countries as "not cooperating fully" with its counterterrorism efforts, banning the sale of defense items and services to these countries.
North Korea was first put on the list in 1995.
The U.S. State Department explained that 4 Japanese individuals who hijacked a Japan Airline flight in 1970 continue to live in North Korea... and Tokyo is continuing its efforts to know what happened to the 12 Japanese nationals believed to be abducted by the North in the 1970s and 80s.
