Is Pakistan now planning to send terrorism through water route?

Ever since Indian air force has conducted airstrikes in Balakot on February 26 in retaliation to the Pulwama attack on February 14,. Currently, the tension between India and Pakistan is at its highest. Indian Army and IAF are leaving no stone unturned in stopping Pakistan-based terrorists camp to enter inside Indian border.
