'Sleepy' Duterte lets Defense chief hand out diplomas to PMA graduates

ANC Rundown: President Rodrigo Duterte relegated the task of distributing diplomas to the graduates of the Philippine Military Academy on Sunday to his defense secretary, a first since he assumed office. His spokesman, Salvador Panelo, said this was because the chief executive lacked sleep and wanted to reserve his energy for the rest of graduation rites.
