Disturbing scene as man, woman and BABY all appear to be under influence of drugs in Baltimore

The disturbing scene is seen as a man, a woman and a young infant are walking on the streets of Baltimore and all appear to be under the influence of drugs last Saturday (October 5).

"They appeared to be on drugs. The baby even seemed to be under the influence of some sort," said the filmer.
