N. Korea's "low capacity" cyber troops manipulate elections: Report

North Korea has been singled out as a country that uses cyber propaganda to manipulate elections.
This is according to a report released on Thursday by Oxford University, which analyzed organized social media manipulation by the governments and political parties of 70 countries.
North Korea was ranked third in the "low capacity" category,... meaning its "cyber troops" only operate domestically and only during elections.
The report says,... the team is run by the regime and consists of roughly two-hundred individuals using hacked or stolen accounts, instead of a robot system.
Its central strategy is supporting the regime and attacking any opposition with disinformation.
According to the report, South Korea is in the "minimal cyber troop" group with the lowest capacity, while China, Russia, and the U.S. had the highest capacity.
