New Customs OIC says reform 'unglamorous'

MANILA - Newly installed Customs officer in charge (OIC) John "Sunny" Sevilla on Monday said he wants to pick up where his predecessor, Ruffy Biazon, left off in reforming the bureau. In a press briefing, Sevilla said Biazon already articulated operational matters on how to reform the bureau before his resignation. "Reform is a series of a lot of unglamorous, operational things. Customs reform will succeed or fail not based on a big picture, not based on an overall program but on details. On lots of small things. On execution. The overall program is there. It has been articulated to the public by Cong Ruffy before," he said. "We know the way forward. Now we implement," he added. ANC, December 9, 2013
