A total of 36 dead cats and dogs were found at an animal shelter in Hong Kong’s New Territories. They were thought to have died from thirst, starvation or disease. Authorities rescued another 74 dogs and 36 cats, many seriously malnourished. Just one day before the discovery, the government had proposed to strengthen Hong Kong’s animal protection laws with tougher penalties.
