Karnataka Rape: Is K'Taka Home Minister G Parameshwar justifying rape?

2 rapes reported in Bengaluru in a week. The nation is outraged but the Karnataka government clearly doesn't care. We've seen some insensitive statements made by Karnataka's Former Home Minister KJ George about rapes in the state and now his successor seems to be taking a cue from his statements as well. G Parameshwar, the present Home Minister had this to say about the gangrape of a girl in Bengaluru yesterday. He said, 'why did the victim go to a Tennis Club at 9.30 pm. This needs to be looked into?'. Not questioning the society, not questioning the lack of policing but questioning the victim for go to the Tennis Club at 9.30 in the night.
