The Supreme Court will hear Khalistani militant and 1993 Delhi bomb blast convict Devender Pal Singh Bhullar's plea seeking commutation of his death penalty to life term.
Bhullar through his lawyer, senior counsel KTS Tulsi, filed a plea to file an amendment application and sought revision of the earlier sentence on the grounds that it was contrary to the recommendations of the Law Commission that death penalty cases should be heard only by a Constitution bench, also because the execution was delayed for eight years.
